The problems of Consciousness has always been one of the focus on the mind—body discussion. With the deepening of the research, philosophers have discovered the phenomenal consciousness problems. Whether it has ontological position? It also becomes philosophers inconclusive confusion. A new study has found that,conscious experience has a different a phenomenon of subjective characteristics (qualia) that from the physical characteristics.Due to the physicalist insists that all phenomena can be explained by physical-function, when this kind of phenomenon characteristics lay the "hard problem" of consciousness before the physicalist, it seems to have found that the physicalist missing out on the important feature.Even try any scientific way to explain,all can’t touch. So the anti-physicalist has an inference that between the phenomenal features of consciousness and its physical interpretation, there lays a "Explanatory Gap". Since then, the anti-physicalist is based on the phenomenal concepts put various ideological arguments forward to overturn the fundamental principle of the physicalist, while for defending their position,most of the physicalist using the phenomenal concepts strategy to fight back. As the phenomenal concepts become the focus debates about consciousness between almost all physicalist and anti-physicalist, Michael Tye and Derek Ball claim that phenomenal concepts is not the particularity concept that different from all other concepts and even does not exist. In which the aim of this proposition is also to eliminate attacks from anti-physicalist that based on the support by phenomenal concepts. But they abandoned together with the core way of phenomenal concepts strategy which all the physicalist use it to defend the physicalism, Therefore, the claim was put forth will inevitably lead to both anti-physicalist and physicalist’s criticism.Due to domestic research on the issue of concern is not much, It is necessary to take this issue as the subject to talk about qualia and the phenomenal concepts problems and the different programs between Phenomenal Concepts Strategy and No Phenomenal Concepts Strategy. This article mostly take the introduction form, then narrative, discuss and integrate the discussion of current research about phenomenal concepts. Preliminary introduced both Michael Tye’s and Derek Ball’s core ideas about the phenomenal concepts. By studying this issue, I hope to provide a new idea of explaining the problems of consciousness in mind-body problems.In the first chapter in this paper, I mainly introduced about the origin of consciousness research and development the reason why there are arguments between physicalist with the anti-physicalist bout the explanation of consciousness——the "difficult problem" of consciousness and the "Explanatory Gap" are put forward. The second chapter, I begin to introduce including bock, Nagel and Dannett these famous philosophers about their description and understanding of the qualia, as well as the knowledge argument and the explanatory gap argument on the existence of phenomenal concepts. The third chapter mainly focuses on Michael Tye’s description of the subjectivity on the phenomenal concept, and the argument on the phenomenal concept strategy from Papineau and Loar.In the last chapter, focused on Tye and Ball’s interpretation about knowledge argument and the gap arguments against, and the preliminary discussion about his latest theory, at last I will make a brief summary comments of the Phenomenal concept strategy and without phenomenal concept strategy.
