Thanks to the development of internet, internet is becoming the most important and popular way to broadcast and receive information, which has replaced the traditional media. From2008, the number of Chinese internet users has reached the first in the world. The trend such as younger users, flexible access methods are emerging. Because of the convenience and mobility of internet, people can transfer information easily than ever before. This also brings much harmful internet information to our country. Internet harmful information is broad, hidden and numerous, all these features make government difficult to administer. How to improve our country’s internet harmful information administration legal system is one of the most important challenges.In the first two chapters, paper introduces the definition, harm and present status of internet harmful information. In the third chapter paper introduces foreign internet developed countries’experience and their presenting legal systems. And I will summarize their achievements in order to give advices to our improve work. Then in the following chapters I introduce current situation of china’s internet harmful information administration legal system, and analysis the disadvantages of this system. In the last part of paper. I will give my viewpoints on how to improve the legal system to solve the problems such as low-level disorder and unsystematic laws, confusing division of the administrations and also the imbalance interests arrangement between the country and the internet users.
