With the popularization of science and technology in industries,several new science and technology lead human beings into the global integration and networking of the new society.Though the rapid development of the Internet to promote the progress of society,at the same time we also should realize that Internet is a double-edged sword,namely "the gift of every kind of technology or science has its dark side".So people in the revolutionary accept Internet media of the well-being,also under its various negative effects,namely the network the spread of the reactionary,violence,pornography and other harmful information.Network harmful information is spread with the global network for political positions,stimulate interest,the purpose of spiritual needs,people use the network as a tool to spread rumors,defamation,and Pornography information.Such information is not only have a negative impact on the development of Internet technology,and also has a profound disadvantage of society,economy,culture,ethics,etc.This article start from the connotation of harmful information,analysis of definition of harmful information in different countries based on different national conditions and cultural,finally it is concluded that the scope of this article discussion on the harmful information.In view of the definition and the means and way of regulation of harmful information in different countries of the world are different,compare countries to regulate harmful information system measures and means and pulled out within the scope of practice can be part of the reference and learning.As the basis,this paper summarizes the difficulties of network harmful information regulation,improve the Internet harmful information supervision legal system of our country.
