When the Internet brings convenience to production and life, it also greatly increases the opportunity of harmful information dissemination among juveniles. To prevent juveniles from suffering the impact of Internet harmful information and protect their physical and psychological health has become a common theme faced by every country in the world. As one of the most developed countries in respect of application of the Internet, Korea has made a lot of positive explorations, which deserve analysis and study. This paper hopes that the comprehensive and profound research on the supervision legal system of Internet harmful information to juveniles in Korea can provide some beneficial inspiration for China’s improvement of relevant supervision legal system.This paper can be divided into four parts.Part1mainly explores the establishment process of the supervision legal system of Internet harmful information to juveniles in Korea, including the economic background, political background, cultural background, and its gradual development and improvement process in recent years:from "improper communication" standard to "illegal communication" standard, so as to reveal some laws of the emergence and development of supervision legal system of Internet harmful information to juveniles in Korea. Finally, it sorts out the existing supervision legal system of Internet harmful information to juveniles in Korea.Part2mainly studies the basic contents of the supervision legal system of Internet harmful information to juveniles in Korea. In terms of supervision subject, it discusses its classification and emphasizes the historical development and organizational structure from MIC and ICEC to KCC and KCSC; in terms of supervision object, it gives a brief introduction to the misconducts of Internet content providers and focuses on the distinction and connection between "illegal information" and "harmful information to juveniles" in Korean law; in terms of supervision measures, it mainly studies representative measures such as labeling policy, classifying system, anti-addiction system and real-name system about harmful information for juveniles; in terms of supervision procedure, it briefly sorts out the whole process from discovery to review and then to punishment of Internet harmful information to juveniles in Korea; in terms of legal liability, it researches Internet content providers’criminal liability, civil liability and administrative liability.Part3makes a basic judgment about the supervision legal system of Internet harmful information to juveniles in Korea, summarizes the achievements and deficiencies of the supervision legal system of Internet harmful information to juveniles in Korea, and analyzes the development trend of the supervision legal system of Internet harmful information to juveniles in Korea.Part4analyzes the inspiration of the supervision legal system of Internet harmful information to juveniles in Korea for China. In respect of supervision principle, China should specify moderate supervision principle and unify supervision principle and social participation principle; in respect of supervision model, it is necessary to transfer the multiple supervision mode based on license system; in respect of supervision measures, labeling policy of harmful information to juveniles can be introduced and classifying system of Internet content can also be gradually tried out.
