The Current Contradiction And Problem Of Rural Society Viewed From Rural Letter Visits

In present stage, the pace of industrialization, information, urbanization, marketizationand internationalization is continuously accelerated in China, the system transition and socialtransformation is comprehensively promoted, the economic system is profoundly reformed,the social structure is deeply changed, the interest structure is thoroughly adjusted, and theideological concept is profoundly changed. The society is in golden period of development,decisive period of reform and prominent period of contradictions. With the continuousdeepening of rural reform and development, and the gradual publication of people-benefitpolicy, people’s legal idea is obviously increased, people’s consciousness of equality andrights is gradually enhanced, people’s requirement of sharing reform and developmentachievements and safeguarding their own interests is gradually increased, people’sdesirableness of reducing urban-rural gap and social distribution of interests become more andmore strong, so some deep contradictions are also arose subsequently, and the letter visitsabout various problems have the increasing trend.The letter visiting work is the important work for government to manage society, whichis the major channel for party and government to keep the close contact with people and reactsocial conditions and public opinion, the important window to test whether the central policiesare implemented, and the safety valve to maintain social stability, with glory mission andmajor responsibility.Rural letter visiting problem is the specific reflection of rural social contradictions andproblems, and the "window" to understand the contradictions and problems in people’sproduction and life.Correctly treating letter visits of rural masses in current stages and seriously solving themost caring, direct and realistic interest problems of people is the basic requirement to wellperform three agricultural works under new situation, which is also the main responsibility oflocal party committees and governments.Through statistics and analysis of rural letter visiting cases in Yangling District ofShaanxi Province, the author analyzes the major contradictions and problems in rural workduring balancing urban and rural development process in China, and proposes the countermeasures. Meanwhile, according to the practical situation of grassroots work, theauthor puts forward several aspects should be enhanced in grassroots work to give referencefor grass-roots workers, so as to contribute to timely adjusting the agricultural policy forrelevant departments and rural grass-roots workers, continuously improving working methods,effectively dissolving rural contradiction, better undertaking the political responsibility ofletter visiting works in new era, innovating rural society management, maintaining ruralsociety stability, and promoting harmonious, healthy and stable development of rural area.
