Study On The Status Of Implementation Of The Government Information According To Application In The City Of Guangzhou

In present-day society, the government information publicity has become aninevitable trend. With the development of democratic society and the improvement ofpeople’s awareness of rights, exposing according to the application, as the key-stoneof the government information publicity must become an efficient and practicalplatform for information publicity. Is it true in the real practice? How does thedisclosure system conduct? The related studies is comparatively less both at home andabroad, even the empirical study Specifically against a specific administrative areas’government information exploring according to application is even rare.This study tries to use a series of indices which is easy to be operated in order toresearch quantitatively the concrete situation of the government information exploringaccording to application. This paper investigates and analyzes synthetically someelements about the government information discoursing according to the applicationof Guangzhou City and its36departments from2008to2011by using the textcontent analysis and survey analysis. These elements include the quantity ofinformation, the way, the reply consequence, the reason for refusing, the supervisionand relief and so on. On the basis of the statistical analysis of relevant data，itdescribes its implementation situation, then Summarizes the main problems in theimplementation process, it also analyzes the reasons, finally it puts forward someguidance countermeasures and Suggestions to improvement the implementation effectaccording to those reasons.
