| In this paper, the main purpose of the demonstration information resources plan methods used in the building of the need and feasibility of E-government in China. and Design a set of structural method in China's E-government. To the subject characteristics, we use a comparative analysis, Empirical analysis and risk level analysis, and other research methods.Firstly, the paper on enterprise information resources plan and government information resources plan from the conceptual definitions. Compare the basic method of the building of E-government at home and abroad, and approach of progress information resource plan.and systematic introduce our government information as well as methods of construction information resources plan. Analysis of significance of the building of E-government applications of information resources plan.Secondly, the introduction of the overall technology composition of information resources plan, and use of basic aspects of steps. Meanwhile, as China's information technology to accelerate the pace, government departments building of information technology that become the center. Although the building of E-government in China has made some achievements, but also the many difficult problems to resolve. This paper tries to develop a suitable building of the government information technology that use information resources plan and through the analysis of the characteristics of the government departments and functions. also on the way systematic analysis the risk of building E-government.thirdly, Use AHP quantitative analysis risk factors of the Government Information Resources Planning, and the government information resources planning method to avoid the risk factors. Finally, from Empirical of hebei govemment information analysis the feasibility of information resources planning methods that used in the building of E-government and improve hebei govemment resource information plan to discover model and the way of avoid the risk.
