The Research Of Tax Cadres Self-discipline Education

Probity and self-discipline is the basic code conduct of the numerous partymembers and cadres. It is also the subsistence, life principle, and the great secret ofgovernment as well as the essential requirement of the Party and the people. Whilecorruption is a social and historical phenomenon, both foreign and domestic, there arevarying degrees of corruption problems. It is a result of mutual effect, under thecertain social history condition, of interior and exterior factors. Therefore, how toprevent and contain corruption is a common subject to the human society.With the development of society and economy, multiculturalism in both Chinaand abroad from the ancient times to present made a big impact on people. As in theforefront of work, the numerous tax cadres need to face various issues of taxenforcement and administration and the integrity risk are increasingly prominent. Inrecent years, some corruption cases which happened in tax cadres indicate that themajority cadres which turn to corruption is mainly because the deterioration in theirminds. They cannot combat decadent ideas such as money-worshiping, hedonism, etc.and is gradually going to corruption. On the basis of investigation and research, thispaper presents that, with the continuous efforts to deepen reform and rectify, weshould establish education corruption punishment and prevention system from threeaspects: education, system and supervision. At the same time, probes deeper into thepsychological reasons of corrupt practices. Aiming at psychological causes ofcorruption, increase the degree of ideological and political education, innovative theways and means of education and improve system of incorruptible education. In orderto promote tax cadres’ thought and morality level, increase the level of value choice,perfect individual psychological trait and inhibit the production of the corruptmotivation. The research of this paper creatively applies psychological theory inanti-corruption education and the construction of leading groups and focuses onguiding tax cadres to find their inner strength and to create positive mindset on the positive aspect. Through self-perfection to promoting psychological health level, wecan prevent objective integrity risk from turning to corrupt practices.This article altogether divides into three parts: the first part begins with the roleposition of probity and self-discipline and leads to problems. Probity andself-discipline is not only the precondition for preventing corruption and an importantway to guard occupational risks of tax cadres, but also a necessary condition for itsdevelopment and progress. The second part is about giving the concept definition ofcorruption practices and analyzing the characteristics and specific forms of it. Basedon this, from psychological aspect, it probes deeper into the social psychologicalreason and individual psychological reason of corrupt practices. Part three is putforward from four respects. Firstly, strengthen ideological and political education andpromote the capability of self-discipline. Secondly, intensify personal psychologicaltraining and form positive interaction in psychological mechanism. Thirdly, build acore curriculum of integrity education. Finally, in order to protect the results ofintegrity education, improve the democratic rule of law， further consummate themechanism of supervision and restriction system.The research of this paper is improving tax cadres’ ability of psychologicaladjustment and corruption, enhance their awareness of probity and self-disciplineimprove the willingness of politics. It can also promote the scientific andheterogeneous development of taxation projects.
