Studies On The Ideological And Political Education Of Rural Grass-roots Cadres In New Period

The commissaries of Chinese Communist Party (CCP) have proposed a great objective and requirement of building a new socialist countryside with Chinese characteristics in Party Plenum. The construction of a socialist new countryside is a comprehensive system indicator, which not only is simple developments of rural economy and the increase of farmer income, but asks an overall development, including rural economic development, rural political development, social development, culture, environment and other developments. The protection of building a new socialist countryside in theory is to follow the guidance of scientific development concept. The specific requirement of building a new socialist countryside is to adhere to the rural developmental synchronization of material civilization and spiritual civilization. The fundamental purpose of building a new socialist countryside is to achieve the common progress of different gradational people.The rural grass-roots cadres are direct organizers, promoters and practitioners of building a new socialist countryside. The basic security is to heighten ideological and moral quality of rural grass-roots cadres to develop spiritual civilization construction. As the representatives of rural areas, grass-roots cadres can best reflect the actual situation and living status of local development. As the direct implementers of policies that the Party and State constitute for rural areas, Grass-roots cadres have a direct impact on the party's ruling position in the rural areas. Therefore, there are a great significance of improving the quality of rural grass-roots cadres, go without saying, which should be regarded as one of construction tasks of a new countryside.As the estimation standard of rural grass-roots cadres'working quality, whether have high-minded ideological and moral qualities or not has a widen attention of scholars at home and abroad. Many scholars analyze the development situation and present issues of ideological and moral construction from different angles, emphasize the significance of ideological and moral construction, and propose the measures and recommendations of strengthening ideological and moral construction of grassroots cadres in rural areas. This paper firstly analyzed the impact of ideological and moral qualities of rural grass-roots cadres based on the theoretical point of views of many scholars over the years. Then, the main causes of moral failure of rural part grass-roots cadres were explained nowadays. Finally, four concrete measures were put forward, including perfecting the morality mechanism system, creating the favorable environment, improving the evaluation criteria, and verifing the practice effect to strengthen ideological and moral rural levels of grass-roots cadres in rural areas.
