The economic globalization and regional economic integration is the mainstreamof the world economy today. From its own interests and the competitiveness of regions,all countries toward to regional economic interdependence, complementarity andcommon prosperity through the establishment of regional economic cooperationorganizations, bilateral or multilateral agreements. Tourism cooperation has been theworld objective demand and inevitable trend of tourism development as an integral partof regional economic cooperation. Countries of The Greater Mekong Sub-region haveunique geographical, cultural and resource advantages, but because of the coastalcountries are lagging behind in economic development, each one has no capacity toindependently develop and take advantage of these valuable resources. The only way isto cooperate, and need be broad international mobilization. Therefore, to conform thetrend of economic integration and regional cooperation, China and the countries in TheGreater Mekong Sub-region have launched regional tourism cooperation. The topic ofthis article is to promote and safeguard the nation and regional tourism cooperationamong countries in The Greater Mekong Sub-region through legal, thereby to promotethe in-depth development of economic trade in the region.This paper is integrated to use law, politics and economics of these related theoryknowledge methods by proposing methods such as empirical research, contrast analysisand antibody summary, then refers to regional tourism cooperation practice ofsuccessful experience of EU and ASEAN, which is to seek to form an improved legalframework of tourism cooperation so as to perfect regional tourism cooperation ofChina and The Greater Mekong Sub-region from a legal dimension.At first, paper is introduced China’s cooperation with the countries in The GreaterMekong Sub-region and to clear the article subject for discussion and background,which is based on the analysis explains that the whole legal construction in tourismcooperation is necessary and feasible. Then, according to the adjustment of relevantlaws and regulations of tourism cooperation, it makes a clear clue from the legal pointof view to identify what the problems and deficiencies are, what appropriate legalmeasures can be recommended. The author believes that countries should sign a generalstatute as soon as possible that makes every country obey in terms of legislation, andperfect travel-related domestic legislation of States, fully coordinate relations.Tourism partners should establish a special tourism cooperation institution and build independentand characteristic dispute settlement mechanism to resolve the region’s tourism disputesfor the tourism cooperation between China and GMS countries to provide legalprotection. And paper analyzes cooperation in the protection and development oftourism resources and the tourist actors behavior to make the corresponding legalregulations so as to protect China’s cooperation sustainable development with the GMScountries.
