Since the 1970s and 1980s,with the advancement of the globalization process,the economic,political,and cultural relations among the countries are increasingly close,and gradually become the community with shared future for mankind.In particular,neighboring countries have benefited from geopolitical factors,and their relations in economic and trade cooperation and security cooperation have become more and more relied on each other.The Greater Mekong Subregion is one of the regions where the world economy is developing rapidly,and it is also one of the strategically concentrated areas of international political hotspots.The Greater Mekong Subregion is an important transportation hub connecting China with other countries in Southeast Asia and South Asia,where has a very important strategic position and shipping value.In the past few hundred years,rely on the Lancang-Mekong River,it has develop a good economic,political humanities and other aspects of exchanges and cooperation between China and countries in Southeast Asia and South Asia.For a long time,the safety of the Mekong River channel has been threatened by non-traditional security factors such as fragile natural environmental factors,drug crimes and terrorism.In particular,the occurrence of the Mekong River tragedy in 2011 further highlighted the issue of shipping safety,which triggered people's great attention to safety of the Lancang-Mekong River Basin.At the same time,due to the extremely uneven national and economic development of the countries in the Mekong subregion,the powers and responsibilities of countries to deal with shipping security threats are unclear,and they are deeply restricted by differences in laws,systems and cultures,making it difficult to ensure that they rely solely on one country.Shipping security makes it essential to establish a security cooperation international cooperation enforcement mechanism.Based on the theory of collective security and international mechanism,this paper combines historical research methods and literature research methods,and makes full use of empirical research methods.Also,the paper takes the 2011 Mekong River tragedy as an important example,fully combining non-traditional security cooperation and other international relations theories to research.By researching and analyzingLaos'participationtothe security of the Lancang-Mekong River Basin,the paper tries to find the achievements and problems of the bilateral cooperation and multilateral cooperation of the Laos Anti-drug Police.Finally,the paper also tries to propose police cooperation in this area and protect the people from the dangers of drugs,so as to promotes the economic development and people-to-people exchanges in the six Lancang-Mekong Countries.
