Energy as a material resource for human survival,has been widespread concern around the world.Since the seventies of the last century, the world experienced two oil crises, many countries have begun to recognize the importance of energy security.Energy security has been rise to the height of national security strategy.World energy resources are unevenly distributed geographically,plus different countries whose demand for energy is different. The country around the world has an urgent need by way of energy cooperation to protect its own energy security.The Great Mekong Sub-region is located in Southeast Asia,South Asia and the junction of southwest China,is rich in energy resources. The countries of the sub-region have certain complementary in resources development and utilization, to carry out a wide range of energy cooperation. However, in the process of energy cooperation, energy cooperation mechanism for countries of the sub-region is not very mature, there have been some unnecessary fiction. By using literature analysis of international energy cooperation of depth, while the use of comparative analysis of international energy cooperation on the existing legal mechanism to compare, to learn from more mature international energy cooperation on the practical experience of legal mechanisms for the Greater Mekong Sub-region. Appeared for the possible problems of the Greater Mekong sub-regional energy cooperation, I try to put forward some reasonable suggestions creatively. By reaching a basic agreement of sub-regional energy cooperation, building a pluralistic legal energy cooperation mechanism and the formation of the Greater Mekong sub-regional energy cooperation mechanism, to build an rational and efficient legal mechanisms of regional energy cooperation.
