With the disorganization of the systems of people’s commune, rural traditional beliefweaken gradually, the atomization of the social organism advanced by degrees,villagecommunity cleared up progressively. The fractures of the associations of village communityweaken the capacity of the village cadres, made their work turned to be more hard. Ruralendogenetic order is lacked, the village cadres was not able to solve the problem withtraditional workings. The effective measures should be worked out to implement legal systemand institutions externally, construct the new countryside, and regulate the conduct of thevillage cadres, in order to overcome the chaos caused by the collapse of traditional belief. Thecompleteness of legal systems formed the idea that laws are certainly the axiom. However, inlarge acreage of countryside, villager appealed to the laws only when the customs could notwork, the law is the last weapon of the village cadres.It is impossible that our government realize modernization getting ride of the ruralsection, and the key of the development of the rural society is the existence of an excellentelite class who are willing to make contribution to the country. The village cadres assumedifferent roles as society changes, however, they belong to an excellent elite class. Althoughthe village cadres are outside the bureaucratic system, they are given formal authority tocoordinate the conflict between the great tradition and little tradition whether in theengagement of purely rural work or in the implementation of government administrative workby use of such working style as’’ formal authority’’, informal operation.The introduction describes the background and signiifcance of the topics, analysis ofideas and content of this article.In the ifrst part, the author of this paper introduces the historic development of rural selfgovernance in China, trying to analysis the development of basic self governance since theQin Dynasty. The author manages to study the basic self governance in traditional Chinesehistorical lineage to identify the new situation and a way out of the villagers’ autonomy.In the second part, the author introduces the rise of rural self governance. A governmentis always on the horns of dilemmas in the managements of rural governance, which can beseen from the process of "decentralization" to "control" of villagers’ autonomy. From the pilotof the Organic Law of Villagers’ Committees and constantly revised we can notice that thenational has been seeking a balance of "decentralization" and "control" pattern of Rural Governance.In the third part, the author pays attention to a static analysis of the role of village cadres,analyzes the changes of rural self governance by use of relevant theories.Part four analyzed the daily work of the village cadres, made clear the relationship ofchange of the focus of work and the development of the village autonomy.The last part is the epilogue. The self development village autonomy is extremely fragilein front of modern country without the support of civil spirit and united institution.In order to construct a real rural self governance, our government should instruct thevillagers to learn new political habits and balance "decentralization" and "control" in the selfgovernance. The villagers should pursue both the development of economic level anddemocratic politics’. If the situation dont change, the high expect of this way is impossible,there is another road: education, to carry out general education during the children.
