"College-graduate village official" is not just a village official who happens to be someone that has received the higher education. It has been used as a term by the media to specify a certain group of people in a recent government campaign. This policy aims to improve the present rural condition and to promote the establishment of socialistic new countryside. The College-graduate village officials are dispatched from the high-level governments, at the same time, the operational mechanism abides by the Village Committee Organization Law and carries out the villager autonomy. So what attitude do the village cadres will hold to the College-graduate village officials? Under this circumstance, how the village cadres will do? Responding to cadres' behaviour how will the College-graduate village official do? So there will be different results depend on the different behaviour of the village cadres and the College-graduate village officials. This paper tries to analyse this interaction between College-graduate village officials and village cadres.This paper uses the institutional analysis and presumes both the College-graduate village officials and the village cadres are rational and economic, and emphasizes the different interactive patterns between College-graduate village officials and village cadres under present institutional environment. At first, this paper describes the present institutional environments and concludes that the key of the environments are the law of Village Committee Organization, the policy of College-graduate village official and the special rural culture. The three factors decide the two parts to have the different statuses, different payments and different capitals and resources which severely influence the interactions between the two parts. This paper will illuminate the patterns of the interactions between the College-graduate village officials and the village cadres. Depending on their various interests, the patterns can be divided into two categories; one is the consistent interest category and the other is the inconsistent interest category. Each category can be divided into two patterns and those patterns can do the transform. Through the detailed analysis of each pattern, this paper finds that the village cadres often take the advantages and College-graduate village officials often take the disadvantages. The self-fulfilment of those new College-graduate village officials are depending on whether they have the consistent interests with the village cadres or not. Sometimes the important role of the village cadres limit the effect of the College-graduate village official policy, once the village cadres are opposed to the College-graduate village officials, the latter won't do anything in the village.At last, this paper concludes that the village cadres play a critical role for the policy of College-graduate village official can be implemented successfully depend on concrete institutional environment. Based on the above mentioned situation, the institutional improvement is a key to work out the potentiality of the College-graduate village officials. There are also some suggestions for this problem.
