Along with the economic and social development and progress, urbanization is speeding up, the urban population is more and more intensive, the city has been brought a lot of uncertainty and hazard elements, these uncertain factors will lead to a variety of sudden public events. After the outbreak of urban public emergency, the primary task is to learn about the event level and arrange the rescue things, the two most important part of urban emergency rescue work is material distribution and the injured treatment.In order to ensure the effectiveness of urban emergency rescue, we need to feedback the information of the material demands and injuries to the emergency rescue guidance center timely, at the same time, we need a comprehensive grasp of the details of the emergency supplies and hospitals. In order to keep the timeliness of the city emergency rescue, we need to choose the right material delivery points and the right hospitals, and also we need to choose the right traffic paths.Based on the effectiveness and timeliness of the emergency supplies, we study and design an assist decision support system, the main work has three aspects:Firstly, we designed an assist decision support system of city emergency supply distribution and injured treatment based on GIS. We designed the system’s basic functions and the main flow diagrams based on the emergency response models, emergency response’s time delay, emergency decision structures and the basic demands of emergency system.Secondly, in view of the research result of the supply depot selection and vehicle routing problem of the emergency supplies distribution and injured treatment, Irevised the genetic algorithm based on the real-time and time-dependent traffic information to improve it.Finally, we build the assist decision support system of the city emergency supply distribution and injured treatment based on GIS in VS2008platform, using C#, Matlab2012a, SQL Server2005and Google Map api v3.
