After the emergency break out,a large amount of emergency materials are urgently needed.In the distribution of emergency materials,there is often a situation in which the materials need to be transported from other place far from the disaster point to the emergency center,then repackaging and distributing the materials to the disaster site.This type of transportation network that includes transit facilities(emergency centers or distribution centers),this is called a two-level distribution network for emergency materials.In this network,there is a time difference in the materials transported to the emergency center via the superior delivery.Therefore,the problem of two-level deployment of emergency materials is considered in this thesis.Considering the influence of vehicle waiting time and satisfaction of emergency rescue to emergency materials allocation,an emergency material allocation optimization decision model considering vehicle waiting is constructed,to realize optimal allocation of emergency resources and rational planning emergency the departure time of vehicle.In this thesis,according to the emergency materials in the two-level distribution network,the materials delivered to the emergency center through the superior distribution are in order,which causes the materials that are shipped first to wait for the next batch of materials to arrive after the loading is completed.The impact to emergency rescue of two situation which the vehicle's waiting time in the emergency center is maximize(the vehicle is completely waiting)and the waiting time is zero(the vehicle does not wait at all)was analyzed.Then,combining Adams' s theory of fairness,Maslow's hierarchy of needs and behavioral science theory,it is determined that the amount of emergency materials the victims receive,compared with other disaster areas,hoping that the difference is as small as possible.According to the psychological reaction of the victims,we first quantify the satisfaction of the victims on the delivery time of materials and the satisfaction of the materials,and then establish the satisfaction function of the victims on the rescue,and minimize the satisfaction of rescue and minimize the cost of transportation as a goal.We will construct an emergency material allocation optimization decision model that considers the multi-material and multi-level distribution of vehicles waiting.Finally,combined with the specific example data,the real-code-based genetic algorithm is used to solve the model.The optimal solution of this two decision-making methods about vehicle when it starts off are solved respectively.A comparative analysis is carried out to verify the practicability and feasibility of the third decision-making method.Combined with the characteristics of two-level distribution of emergency materials,this paper proposes an emergency decision-making model for emergency materials allocation considering vehicle waiting,so as to achieve the purpose of rationally planning the departure time of vehicles,and provide decision support for the implementation of the two-level deployment of emergency materials after the emergency.
