Ever since China entered the new era of socialist construction, the situation, both at home and abroad, has been through numerous tremendous changes, especially the critical period in which our reforming is taking place. In such circumstances, the practice of CCP’s governance and its ethical theory of governing have been encountered with new severe challenges for the complicated reasons of the profound transformation of economic system of China, the deep change of social construction, the enormous adjustment of the structure of interests allocation and the significant alteration of people’s thoughts. In face with such new challenges generated by the novel situation in the21th century, after the sixteenth CPC National Congress, the General Secretary of the Communist Party of China, Hu Jintao, based on the ethical theories of governance of Marx, Lenin, Mao Zedong, Deng Xiaoping and Jiang Zemin, has accomplished a deep thinking, analysis and research into such ethical issues in the process of governing faced by CCP. Not only have the tenets and principles of CCP’s ethical theory of governing been put forward by Hu, but also the guarantee, requirements and conditions, which all combined together have formed a relatively complete and comprehensive system of CCP’s ethical theory of governance.In the new era of constructing the socialism in China, Hu Jintao’s ethical theories of governance has many unique characteristics. It is the inheritance and development of the ethical theories of governance of Marx, Lenin, Mao Zedong, Deng Xiaoping and Jiang Zemin. Thus, Hu Jintao’s ethical theories of governance have successfully formulated the Chinese system of ethical theories of governance. In addition, Hu Jintao’s ethical theories of governance also have many practical functions, such as enhancing the legibility of CCP’s governance, guaranteeing the purity of the CCP and building and sustaining the good image of CCP globally. In terms of such situations mentioned above, this paper is to begin with the ethical crises faced by the CCP, analyzing the challenges brought by the international ethics and domestic demoralization.Then based on the crisis, the author is about to systematically analyze Hu Jintao’s ethical theories of governance. Last but not the least, this paper is about to in five aspects elucidate the significances of Hu Jintao’s ethical theories of governance in the new era of socialist construction. The purpose of this paper is that new directions and thoughts could be drawn into the research and practice of CCP’s ethical theories of governance so as to deal with the potential challenges and seize the opportunities.
