Research On The Chinese Communist Party Financial Thought

Based on the research methods of the integration of history and logic as well as the fusion of multi-interdisciplinary, the article starts from the basic concepts of finance and the Chinese Communist Party (CCP) financial thought, focusing on study of the development process of the CCP financial thought. It briefs the main content of the CCP financial thought during the revolution, construction and reformation period. Meanwhile, the objective laws of the evolution of the CCP financial thought are summarized in this article. The relationship between the CCP financial thought and CCP governance power development, as well as that between the CCP financial thought and Chinese Marxism have been fully analyzed, in order to comprehensively and objectively understand the CCP's financial thought.This article argues that the CCP financial thought essentially is the financial theories and viewpoints of the CCP, which are a series of strategic thinking and guiding principles that the CCP applies to directing the financial practices. CCP financial thought was formed and has been continuously developed through the financial practices during its revolution, development and reformation. It correctly reflects regularities of the objective things and has been validated by social practices. From the vertical perspective, the CCP financial thought includes the financial ideas in the stages of the party's leading revolution, construction and reformation. From the horizontal perspective, the CCP financial thought covers a range of ideas involving the financial concept, financial status, financial objectives, financial threads, financial priorities, financial principles, financial means as well as the basic financial experiences since the foundation of ccp.Vertically, in the revolution and construction practices since the CCP's foundation, the CCP has always been taking the financial industry development as an important issue to study and solve so as to continuously enrich and develop the CCP financial thought. In the period of democratic revolution, the CCP pointed out that the development of the financial industry had to be taken as a substantial mission of the party with the goal of seizing the state power and fighting for the revolution victory. Specially, CCP guided the establishment of banks, issue of currency and fight against the puppet government's currency as well as other financial struggle work. All the work played a critical role in continuing the revolution, consolidating and developing the revolutionary base areas till the final victory. After the nation was established, the CCP financial thought development went through a tortuous process. Since then, the CCP has proposed a bunch of financial ideas, such as "finance is the core of modern economy", "financial thinking with the times" and "supervising the holistic financial development with the concept of scientific development".Horizontally, the CCP financial can be viewed as the results of the continuous innovation of the real problem-solving theories. In a throughout view of the CCP financial thought development process, its experience can be categorized into three aspects:1). the role of finance has to be considered from a political level. If financial problems always remain unsolved the political foundation would be shaken; 2) scientific understanding and accurate grasp of Chin national conditions is the objective base to develop the CCP financial thought; 3) following the objective economic laws to handle issues is the "main line" of the CCP financial thought development.The development of the CCP financial thought is not only the intrinsic requirement of improving the party's governance power, but also that of enhancing its socialist market economy supervision capability. Its overall objective is to strengthen the development of the party's governance power, while its focus should be put on the progress of the capability to supervise the market economy. Actually, the latter is the important content of the former. The CCP financial thought provides a solid theoretical guidance for the party to increase its supervision capability in the market economy. Adhering to the rule of "the party supervises finance" is regarded as its systematic innovation. In this new stage, the financial legal thinking aligns to this rule.Fundamentally, the CCP is the product of combining the basic principles of Marxism with China realities in the financial practices. On the other hand, it is also a series of strategic thinking and guide principles for financial practice. The innovation of the CCP financial thought discovers the general rules of localizing Marxism in China, and is an integral part of Chinese Marxism. In the current international financial crisis, the CCP financial thought is able to play a theoretical guide role in the course of financial development with China characteristics.
