Strengthening political party governance is a topic that any political party should seriously ponder.In a certain sense,political party's history is a history of party's governance.Only good at its governance can the political party forever be in an impregnable position in the party politics trend of the times.Throughout the history of political parties in the world,each political party from weak to strong are starting from the good governance.each party by turning tide also all started with lax governanc.e.The law of political parties' development indicates that political parties' own governance level and governance capacity is the decision to political parties concerning the success or failure of the critical factors.In the contemporary,party politics is the main form of modern democratic politics.It produced one kind of inseparable coupling relations between the country,the society and the political party.The objective situation determines the political party in the role of the state and society is more and more prominent,inherently requires parties must strengthen their management in order to promote the development of country and social progress.The political party governance is the process that political party governs own business effectively in order to solve the outstanding problems existing in its construction by mobilizing all levels of party organizations and party members and cadres to participate in the interaction comprehensive use of consultation,cooperation,dialogue and science,democracy,the rule of law strategy.Political party governance is different from the traditional sense of the construction or management of political parties,which manifests "governance" the multidimensional implications and "good governance" values.Political party governance implies a new connotation that multiple subject,system first,the bidirectional interaction,cheap and efficient.It is a tentative effort by using the idea of governance or good governance to keep the party vigor and vitality.Political Party governance may go into specific meaning of ruling the party in practice.Its core problem is to explore how to rely on the rule of law to code the power and how to rely on system to punish the corruption within the party.Generally speaking,political party governance needs to continuously improve its corporate governance structure,optimize governance mechanisms and improve governance capacity in order to achieve the ideal goal of good governance of the political parties.The Chinese Communist Party always attaches great importance to the party's construction.The CPC always insists that the party should govern the party strictly.Especially since the eighteenth congress,the Party Central Committee put governing the party strictly in a more prominent position and put forward the significant strategy on comprehensively strengthen Party discipline.In fact,comprehensively strengthen Party discipline emphasizes the basis of comprehensive and the key to strict.The more important is that it points out the point on political party governance.Comprehensively strengthen Party discipline is not only the traditional sense of management or government but also the modern sense of governance.There is no doubt that comprehensively strengthen Party discipline involves the idea of political party governance in a theoretical sense.Its growing point lies in the political party idea has realized from management or government to governance.We should review the significant strategy on comprehensively strengthen Party discipline from the perspective of political party governance.We can use political party governance laws to guide the theory and practice on comprehensively strengthen Party discipline.This paper focuses on the issues of the CPC self-governance,which is based on the vision of the modernization of national governance following the principle in the unity of theory and practice and of logic and history.The full text is divided into introduction and seven chapters.This article focuses on the following views.1.It has a strong correlation between governance theory and political party research.Political party governance concept creates when we put the governance and good governance ideas melt into political party research.In general,the political party governance has broad sense and narrow sense.The narrow definition of political party governance is political party self-governance.The CPC self-governance is the governance process that the CPC put the governance and good governance ideas into party management and standard organization operation by science.democratic and institution.The CPC self-governance has the triple value that it conforms to the political party modernization tendency and innovates in party affairs management mode and solves the protruding problems existed in the party efficiently.Political party self-governance is an important part of the party's construction which implements the innovation of traditional model of party building.Political party self-governance is an idea which is more scientific,rational and efficient.It is the upgrade and transcendence of party affairs management.Even if the party governance is consistent with nation governance and social governance in leadership,value orientation and basic follow,it is remarkable difference on the governance main body and object.We must clarify the boundary among three kinds of governance.2.As if no water without a source,the CPC self-governance needs to absorb a wide range of resources.This chapter aims at tapping the rich resources of party governance based on two perspectives in Marxist political party theory and Western parties change theory.As a Marxism political party,the CPC is advanced and unique.We must seek the deep theory fountainhead which the CPC governance relies on coming from the initial discussion of Marx and Engels about Marxist political party and from Lenin's seasonable innovation on the new theory of proletarian political parties.We must seek the rich thought nourishment which the CPC self-governance relies on coming from the Chinese Communists thought of governing the party severely.As an old major party,the CPC needs to follow the general rules of development of political parties.Party changes or party modernization theory is the basic paradigm of western party research.Therefore,self governance of the CPC can be critical to absorb the universal rationality component.3.The CPC self-governance has a dual support of history and reality.From a historical perspective,the CPC has accumulated a wealth of experience and lessons in ideological construction,organizational construction work style construction,the building of systems and the building of anti-corruption.It provides a rich historical heritage for the CPC self-governance under new situation.From a realistic basis,the CPC self-governance is an essential requirement for the development of the times.Facing situations such as risk society,opening dimensional and emerging media,The CPC can resolve the adaptability crisis and dissolve the debugging problems and deal with sexual difficulties by party self-governance.Facing requirements of the modernization of national governance,the CPC can drive the nation governance in virtue of the party self-governance.Only that governance framework designed on the premise of Socialist Democratic politics with Chinese characteristics is the CPC self-governance feasible.We must achieve adaptive and creative transformation of governance theory in the field of political parties.4.The CPC Self-Governance mainly compose of two parts which contain the hard and soft elements.The soft factors are the thought soul which maintains political party competitiveness and creativity.The hard elements are the organization body which maintains political party vitality.The CPC governance structure can be divided into soft governance and hard governance.The core issue of soft governance includes in constructing the political culture and remodeling political party image and reengineering party authority.The CPC should pay great attention to the construction of political party culture,which not only maintains the unity of the party ideology between class nature and inclusive but also creates a good inner-party political ecology with the help of good party culture.The CPC should reshape the political party image by strengthening the party identity of the party members and cadres.The CPC should achieve political authority transformation by upgrading the legitimacy of political parties.Hard elements governance mainly explores the core issues such as the party organization scale control,organization structure optimization,and organization performance improvement.The CPC should try to eliminate political party organization inertia and avoid the political party non-organization growth phenomenon in order to deal with law of diminishing political party governance performance.5.This chapter illustrates three governance mechanisms on scientific,democratic and institutionalized.In other words,this chapter explores three ruling party strategy that the CPC governance by science,democratic and institution.The political party scientific governance is the premise of political party governance.It solves the issue of how to efficiently governing party,whose emphasis is on governance activity regularity,orderliness and artistic.The political party democratic governance is the basic guarantee for political party governance.It solves the issue of how to run party power,whose emphasis is on security management run participatory,interactive and transparency.The political party institution governance is the key to political party governance.It solves the issue of how to deal with corruption,whose emphasis is on security control process of rule of law,standardization and integrity.Three elements which help each other forward build a complete chain of strict governance and are indispensable to political party governance mechanism.6.Improving the capacity of governance is the development direction and value orientation of the CPC self-governance.The CPC can design the modernization path of party self-governance from the aspect of five kinds of ability construction.Ideological-oriented capacity is a kind of soft power to promote the party governance.Party should highlight the ideals and beliefs education,party spirit cultivation and moral character development.Party organizes weak slack is an important reason to block the flexible operation of party self-governance.The CPC should make efforts to strengthen the organization cohesion capacity building in the aspects of leading cadres and to the grassroots extension.Style problem is the main bottleneck restricting the effectiveness of party self-governance.The CPC should be concentrated in the four winds problem and set up long-term mechanism of style construction.Corruption is the most prominent problem in the party self-governance.The CPC should severely punish corruption and comprehensively purify the political ecology of the party.The CPC should strengthen supervision within the party and always maintain the party's integrity and self-discipline.Meanwhile,opposing corruption should turn to institutional governance,the rule of law,comprehensive treatment.The ability of ruling by law is the core capacity of the party governance.The CPC should constantly enhance the ability to create regulations within the party and gradually improve the party's ability to comply with regulations.In addition,the CPC should focus on improving the ability of Party members and cadres by the rule of law.
