Village cadre plays a very important role in the rural reform, development and stability, The village cadres relationship status and rural social management, grass-roots political system,economic and social development in rural areas has a very close relationship, With the complete abolition of the agricultural tax, and the vigorous implementation of major national preferential agricultural policies, The relationship between nation and rural areas turns into a resource input relations from resource-extraction relations. National preferential agricultural policy is changing the rural governance structure, at the same time, changing the village cadres relationship,that makes the behavior logic of township cadres and village cadres also undergoes evolution.Under this macro background, This paper is to study the changes of ways, contents and relationship structure characteristics among Village cadres,then study the village cadres relationship in practice.This paper uses the Huangshi City L Town, Ning village cadres as the study objests,and applies writing method of the village cadres life history, elaborated that under the background that the new era preferential agricultural policies were generally implemented and rural taxes and fees were abolished, Huangshi City, L Town, Ning village had three typical case,used the structural functionalism in the theory of social relations to deeply analyze the curorent village cadres relationship text system structure and private contacts hidden structure,treat Township cadres and village cadres as the actors who control certain rules and resources.
