A Research On The Interactive Relationship Between Residents' Poverty Relief Cadres And Village Cadres In Street Situations

Under the background of precise poverty alleviation,the resident cadres participate in the process of poverty management in the village.On this basis,they became the main body of poverty management in the village together with the village cadres.This means that many precise poverty alleviation tasks need to be accomplished through interaction between resident cadres and village cadres,and a large number of social phenomena show that the interaction between resident cadres and village cadres affects the achievement of the goal of targeted poverty alleviation.For example,the completion of poverty recognition task and the development of precise poverty alleviation projects.This makes the study and analysis of the interaction process between the resident cadres and the village cadres very valuable.At the same time,due to the difficulty,urgency,and reality of the precise task of poverty alleviation,the research on the interaction between the resident cadres and the village cadres has become an important research topic.In the past studies,we found that "cooperative interaction" and "conflict interaction" were the two main viewpoints of studying the interaction between resident cadres and village cadres.The former emphasizes that the interaction between resident cadres and village cadres is in a state of benign interaction and active cooperation.Both sides are committed to building a harmonious and cooperative relationship.The latter believes that the resident cadres and village cadres cannot carry out normal cooperation.Although these two views present and explain a certain aspect of the interaction between the resident cadres and the village cadres,their shortcomings are also relatively obvious: First,the study of the interaction between the resident cadres and the village cadres is mostly based on static political structure,while the interaction between the resident cadres and the village cadres is ignored in the dynamic practice situation;Second,the existing research usually defines the interaction between the resident cadres and the village cadres as conflict and cooperation,and generally ignores the extensiveness,complexity,and dynamics that affect the interaction between the resident cadres and the village cadres.Atpresent,the latest research attempts to describe the interaction between the resident cadres and the village cadres as a multi-type interaction relationship,but it still fails to reveal the reasons for the formation and influence factors of the multi-type interaction relationship.This paper will focus on research mode dynamic situation and "structured theory" to provide ideas to study the interaction between resident cadres and village cadres,trying to overcome the above-mentioned deficiencies.This paper puts this research problem into the Chinese study of problem orientation,experience absorption and subject and object matching.Based on the case analysis criteria,one typical case of X village in Guangdong province is selected to carry out the study.We attempt to analyze the interaction process,interaction results,and interaction effects of the resident cadres and village cadres in precise poverty alleviation,and then present the interaction relationship between the resident cadres and village cadres in precision poverty alleviation.Through the in-depth study,it is found that under the influence of the policy structure and power structure,the resident cadres and village cadres present the following four types of interaction: win-win cooperation,conflict shelving,conflict compromise,and conflict separation.On this basis,we further analyze the influencing factors of the interaction between the resident cadres and the village cadres,and then get the factors that affect the interaction between the resident cadres and the village cadres including administrative control,the use of anti-bureaucratic system,strategism,and opportunism.Among them,the influential factors that belong to the resident cadres are administrative control and anti-bureaucratic application,while strategism and opportunism belong to the influential factors exerted by the village cadres.Just as New China has gone through 40 years of poverty alleviation and development,it has traced its history and looked forward to the future.The joint management model of resident cadres and village cadres has greatly promoted the development process of poverty management in China.This article refers to this joint governance model as "street situation management." This academic concept can reflect the fact that the resident cadres and village cadres are in the practice ofprecision poverty alleviation,and at the same time highlight the influence and determination of the situation on the interaction between the two sides.
