Woodrow Wilson was the28th President of the United States who wasalso the only one the President to receive a doctor’s degree in political sciencein American history. Through decades of American political system toexplore with great concentration, he points out the existing of problems in thesystem of separation of powers. Because of the checks and balances ofseparation of powers are not clear about power boundaries and it lead toexpand of congress the power, the presidency was largely invisible. Incontinuously explore to solve this problem; he establishes a kind of thought toexpand presidential powers and reshape the relationship between thePresident and the congress. The President became the core of national power.When he was elected President, he is basis as this theory to guide his mind.The President of the United States of power expands at an unprecedented.In this paper, the perspective is American separation of powers system. Itclarifies framers to establish this system to prevent despotism and tyranny.But the congress and the President scramble for power. The separation ofpowers change constantly about framework. After entering the20th century,presidential powers present a rising trend of development. This article will bemore in-depth to clarify Wilson’s contribution in this respect that theexpansion of the power of the President Wilson affects the President of theUnited States of power expansion. Wilson’s thoughts that expand presidential powers are focused onreshaping the relationship between the President and congress, President andparty. He thought congress as the representative bodies should be the eyes andears of the people, supervise government behavior, express the will of people.President is the core of the state power and it is the real master of the policyfor government. As the country’s top management and the importantcomponent of the legislature, president should decide state affairs and leadcongressional legislation, formulate effective and timely policy to solve theproblems the affairs of state law. At the same time, the administrativedepartment of the constitution will grant the President power of supreme andthe authority of the party’s supreme leader, so president should take advantageof the authority to establish a national political party and apply party bondingstrength to link the President and congress. Finally it can remedy gap fromconstitutional separation of powers.During President Wilson as president, his guiding idea is expansion powerof president in his practice. He successfully realizes to be led congressionallegislation by president, to expand of administrative agencies and to establisha national party’s political.He also become the successfully model aboutpresidential power of expansion in the history.
