The semi-presidential system is a type of constitutionalism adopted by many countries in the contemporary era.As a form of political organization and operational mechanism,it has its own advantages and vitality.The research on semi-presidential system has received more and more attention.Under the dual administrative structure of the semi-presidential president and the decentralization of the prime minister,the semi-presidential system is regarded as a combination of the two constitutional systems of the parliamentary system and the presidential system.In operation,there may also be a tendency to favor the parliamentary system or favor the presidential system.The most important factor is the subordination,cooperation or competition between the president and the prime minister.This article takes France and Russia as the analysis object and the power relationship between the president and the prime minister as the theme.Under the semi-presidential system of the dual administrative structure,the power of the president and the prime minister sway,forming three different powers of subordination,cooperation and competition.relationship.Specifically,in addition to the introduction,this article has five chapters.The first chapter gives a comprehensive introduction to the power relationship between the president and the prime minister in the semi-presidential system,explaining that the constitutional system lays the foundation for different power relations,and the party factor determines the power relationship between the president and the prime minister,and this power relationship shows different types.The second,third and fourth chapters combine the constitutional cases of France and Russia to analyze the subordinate,cooperative and competitive power relations between the president and the prime minister.Among them,the president has substantive constitutional powers,the president and the prime minister belong to the samepolitical party or political party alliance,or the president has a higher political party influence,which makes the prime minister subordinate to the president,mainly showing that the president has the right to human affairs and the president has major decision-making power.The president and the prime minister belong to different political parties or political party alliances,and the president and the prime minister agree with each other,forming a cooperative power relationship,mainly in the president and the prime minister negotiating personnel rights,the president and the prime minister sharing decision-making power.The president and the prime minister belong to different political parties or political party alliances,and different political forces compete with each other.Thus the president and the prime minister balance each other and form a competitive power relationship.Mainly in the competition between the president and the prime minister,the president and the prime minister are mutually restrained in decision-making.Based on the above analysis,the last chapter is mainly to summarize the normality and abnormality of the relationship between the president and the prime minister in the semi-presidential system,and to predict the future development of the power relationship between the president and the prime minister in the semi-presidential system.
