In this thesis, the author regarded the “Soviet-Japanese Neutrality Pact” signed by theSoviet Union and Japan in1941as the starting point, the treaty process and the interactiverelations among Soviet Union, Japan, the United States and China as the background, thevarious influences of “Soviet-Japanese Neutrality Pact" to China is researched by the useof multilateral file.Due to the interactive relationship of different countries among China and Japan,Soviet Union and German, Soviet Union and China, Japan and the United States, thecompromise between Japan and Soviet Union, the “Soviet-Japanese Neutrality Pact” issigned in1941. The “Soviet-Japanese Neutrality Pact” had a significant influence to thesituation in the Far East during World War II, especially to the politics, the anti-Japanesewar, the ideological and public opinion in China. With the constant expanding battlefield ofthe World War II, the Soviet-German war and the war in the Pacific break out one afteranother, the enemy of the Soviet Union is Germany that is an ally of Japan, Japan’senemies are China and the United States that are allies of the Soviet Union. However, theSoviet Union and Japan belong to two hostile camps; therefore, the neutral relationsbetween the Soviet Union and Japan maintain four years precariously, which is a uniquephenomenon of wartime diplomacy.The thesis is divided into three parts. The first part analyzes the historical backgroundof the signing of the pact from two sides between the Soviet Union and Japan. The part ofSoviet Union is discussed concretely from the policy toward Japan and China, in order toavoid fighting on two fronts, on the one hand, the Soviet Union compromised and showedfriendship to Japan, on the other hand, the Soviet Union actively aid to China in theanti-Japanese war, which drag live in the footsteps of the Japanese prisoners to North bythe Chinese battlefield. From the above mentioned, we can also see the two sides of theSoviet Union’s foreign policy. The part of Japan is discussed from the point of view of"north" or "south"; all aspects of detailed reasons which the Japanese finally gave upnorthward and turned south are analyzed, which laid the foundation for the signing of thetreaty. The second part of the thesis again analyzed the signing of the treaty process by thehistorical reproduction, and analyzed the content of the treaty. Firstly, the complex processof signing of the treaty is described detailed, which begin with the line from YosukeMatsuoka’s visiting in Europe, the meeting with Stalin for the first time, three times ofbrink of failure of negotiations with Molotov to the last meeting with Stalin for the secondtime, both sides made concessions, and finally differences are eliminated and an agreementis reached. Secondly, the content of the treaty and “the accompanying Statement” areintroduced, that is the attitude of the Soviet Union-Japan-China to the treaty. Finally, thecharacteristics of Treaty of the Soviet Union and Japan are analyzed from the comparativeangle of the non-aggression treaty and the treaty of neutrality.The third part of the thesis described the influence of the treaty to China. The contentis divided into three parts; first of all, according to the enclosed statement of the treaty,violation of the sovereignty of China is analyzed from the impact of the political aspects,the illegitimacy of the treaty is demonstrated based on the historical fact. Secondly, aftersigning of the treaty, the impact of Anti-Japanese War in China’s are discussed. Japanexpanded war of aggression and increased battlefield pressure; the Soviet Union reducedand even terminated the Chinese anti-Japanese aid, and thwarted the anti-Japanesecoalition forces to return home to participate in the Anti-Japanese War, from these threeaspects, Soviet-Japanese Treaty on the anti-Japanese war in China is analyzed.Finally, the reason of both attitudes is analyzed by comparing the different attitudes tothe treaty between Communist parties and KMT.The political and ideological attackssuffered from ideological and public opinion is also introduced in this part.Thus theresearch about Soviet Neutrality Pact will have some inspiration about present study aboutdiplomatic relations during the Cold War, and will provide some experience for theestablishment of a just and reasonable new international order.
