Study On The College-graduate Village Official Policy In The Construction Of Rural Grassroots Organizations

Hiring college graduates to work for the village, it is the Party Central Committee makes an important policy with a lofty strategic significance, The college graduates village official policy has been launched nationwide in large-scale since2008March, improves and optimizes effectively the age structure and knowledge structure of rural grassroots cadres, promotes the improvement of the overall quality of rural cadres and inject new vigor for the rural grass-roots organizations.The fourth Plenary Session of the17th Central Committee of the CPC "resolution" put forward clearly again "promote graduates to work for the villiage"", this is the goal of the current and future work.Basing on the forefathers study and field research, normative analysis and empirical analysis methods, this thesis takes Nanyang as an example, analyses the college student problem and effects on the construction of rural grassroots organizations, attempts to have question of important theory and realistic meaning to carry on deeper discussion to this one, and provide some reference opinions on how to improve the college students work, play an exemplary role of college student in the construction of rural grassroots organizations, promote the rapid development of rural economy and society.The thesis is divided into five parts altogether.The first part explains the background of the thesis and research meaning, summarizing and analysing the studies the current situation at home about college students village official work and construction of rural grassroots organizations, proposing the thinking of research herein and method、key、 difficulty and innovation herein. The second part of the thesis emphatically defines grassroots organizations in rural areas and the the college graduates village officials, and compares the college graduates village officials and village officials, clarifying background of the times of the policy,and the introduction and development process of the college-graduate village official policy。The third part mainly analyses the effect of colldge-graduate village officials in the construction of rural grassroots organizations。 The fourth part of the thesis firstly introduces the working situation and policy and measurement of the officer of college student’s village, then analyses and studies the problems faced while proposing implementing of the college-graduate village official policy in Nanyang, through the method of Likert5-point scale, SPSS170statistical package software and survey.The fifth part is the key part of the thesis, analysing the question that the policy of officer of college students in Nanyang mentioned above, according to the survey result, putting forward the overall and systematic eountermeasure and advice to perfect the college-graduate village official in the construction of rural grassroots organizations, from different point of view.
