A Study Of The Problems With The Local Government In Family Planning Policy Implementation And The Solutions

The population problem is considered the key factor which is related to China’seconomic-social development and sustainable development, solving China’s populationmanagement is the key to the coordinated development of the population, economy andsociety,it is also the assurance to overall construction of a well-off society in2020. SinceChina’s establishment, China’s population and family planning work went through aperiod of tortuous development, it has formed a whole set of policy system which incompliance with the reality of China’s population and family planning work, explored away of comprehensive treatment with Chinese characteristics, in a relatively short periodof time, realized transformation of the modern population reproduction pattern, enteredcountry ranks of low birthrate in the world, alleviated the population pressure on resourcesand environment, made the whole society to a civilized development road, whichenhanced harmony between man and nature and promoted the all-around humandevelopment.This thesis based on synthetically analysis of all kinds of achievements and therelative theories of family planning policy, analyzed the development and status ofChina’s family planning policy, achievements and predicaments the local government hadin the execution of family planning policy, and the significance of promoting the executivepower of local government’s family planning policy, put forward some countermeasuresabout how to further improve the executive power of local government’s family planningpolicy.This thesis devided the development in the implementation of China’s familyplanning policy, into three periods as follows: the stage of controlling population strictlyin1970s, the stage of stabling low birth level in the early21st century and the stage ofstabling low birth level and promoting the all-around human development2006-present.The author considered that the local government gained distinctively achievements in theimplementation of family planning policy, controlled the total population, realizedtransformation of the modern population reproduction pattern, improved the environment，realized the goal of a coordinated development of population, economy, society, resourcesand environment, saved social resources, improved the living conditions of the people, butalso faced many problems. The main manifestations are: the content renewal in familyplanning policy was relatively backward, policy objects were deeply affected by traditional views, systems of relevant supporting policy remain to be perfected, thesupervision ways in the implementation of family planning policy remain to be improved,and the propaganda of family planning policy remains to be strengthened, and so on. Theauthor puts forward the countermeasures to improve the executive power of localgovernment’s family planning policy as follows: regularly updating the content offamily planning policy which is compatible with socio-economicdevelopment;strengthening the education of policy objects, making them establish newbirth ideas; perfecting the supporting policy system in the implementation of familyplanning, including the system of society endowment insurance, the system of socialmedical insurance, strengthening the flowing population management, and so on;innovating the supervision ways in the implementation of family planning policy;enhancing the propaganda of family planning policy，making the family planning policystrike root in the hearts of the people.
