Research On County Government’s Public Policy Implementation

This paper studies the problems that Chinese county governments have in the implementation of public policy,and discusses how to solve these problems.After analyzing the definition of public policy, the county government, and public policy implementation,this paper analyzes the current situation that our county government meet in the implementation of public policy.This paper first affirmed on the positive results that our county governments achieved in the implementation of policies.Then,it focuses on the problems that our county governments have such as selective implementation of public policy, mechanical implementation of public policy, and distorting implementation of public policy.After analyzing public policy, the executor of public policy-county government,the object of policy implementation, and the macro environment,we find that in the implementation of public policy,county governments have so many tasks, many of these tasks are very difficult, they don’t have enough resources, and they encountered a lot of resistance.The paper concluded that these problems are made by three forces.On the one hand,County government don’t have enough human resources,funds and materials in the policy implementation.On the other hand,the public policy implementation system is not perfect,and lack of enough supervision,so the lower compliance costs provides a convenient for policy "discount execute".Due to the lack of adequate external stimulus, county governments’policy implementation lack sufficient power to perform.These three factors are not single, their interaction exist in the whole process of policy implementation.Therefore,under the combined effect of these three factors,various forms of problems begin to appear in front of the county government in the process of policy implementation.In order to justify this logic,This paper taking the school bus accident occurred Zhengning County as an example,analyzing the problems appeared during the implementation of relevant policy issues.On the basis of these analysis,This article analyzes how to improve the execution ability of country government by a variety of ways,such as enhancing the integrity of public policy itself developing and utilizing resources for implementation,improving the ability of government employees,improving the supporting system of public policy implementation,fostering rational civil society etc.This paper focuses on the specialty of county government,including financial pressures,the county government’s political culture,policy implement resources owned by the county government,county government’s human resources its impact on public policy implementation, etc.This paper presents some suggestions,such as control the implementation of cost, strengthen the construction of social support systems,improve implementation resource utilization.These suggestions attempted to reduce the resistance of implementation and increase the power of implementation.This paper shows innovative and unique in these areas.According to the research ideas, the basic framework of this paper is as follows:The first part and the second part describes the theoretical background of the topic and the relevant theory about county government public policy implementation.The third part analyzes the current situation of our country government public policy implementation, including the positive effects of public policy implementation and problems.The fourth part is the core content of this paper.It analyzes the constraints county government faced in the execution of public policy,and try to find reasons through analyzing the executor of public policy,the object of public policy implementation,method of public policy implementation,the support system of public policy implementation.In this part,the paper analyze the limitations of county government specially.The fifth part is a case study.It attempts to prove the reasonableness of the above dissertation by case analysis.The sixth part summarizes how to improve county governments’public policy implementation.
