The Leadership Of The Party To Agricultural Production In The Early PRC

In the Early PRC, the agricultural production had been greatly destroyed andmillions upon millions of farmers lived in an abyss of misery because of the long-termimperialist aggression and plunder and the Kuomintang government’s decayed rule.Facing the poor and damaged rural economy of New China, the Communist Party ofChina correct lead, made and implemented the correct rural policy. Encouraged farmersto labor rich, and mobilized the peasants’ enthusiasm for production. The rapidmomentum of recovery and development appeared in agricultural production. Althoughthe National Economy was in extremely difficult conditions, regard agriculture as thereal foundation of the national economy, support farmers to develop production, ensurethat the necessary material conditions of agricultural recovery. In just three years afterthe founding, the country won a great victory for the National Economic recovery, whatmade the agricultural production back to the highest level pre-war, and obtained anunprecedented achievement in the history of China.This article is composed by four sections: the background and conditions ofagricultural production led by the Party in the Early PRC, its exploration and practice,its recovery and development, its experience and revelation. The first chapter describesthe conditions of agricultural production led by party in the Early PRC, and the situationof impoverished and greatly destroyed. Such as the years of war brought by thestubbornness of China’s feudal rule and foreign imperialism invasion, what madeChina’s agricultural production was in an extremely serious damage, and agriculturalproductivity extremely low, the peasant’s life was poverty-stricken. Agriculture,countryside and farmers had become the most serious problems in Chinese society andeconomy. The second chapter discusses in detail the exploration and practice ofagricultural production led by party in the Early PRC. The Communist Party of Chinathrough taking some good policies and measures, explored agricultural productionrecovery and development road in a constantly practice. For example, abolished thefeudal land system, carry out patriotic education and developing production of acombination of patriotic rich production campaign, advocated the farmers “organizethemselves” participated in mutual cooperation movement, and according to thechanging new circumstance to adjust agricultural policies timely, such as theagricultural tax policy, agricultural trade policy, agricultural funds and materials supplypolicy, to improve and universalize agricultural production techniques, organized farmers established democratic regime, and so on. The third chapter describes theachievements of agricultural production recovery and development after the party’sconstant exploration and practice. The majority of farmers increasing investment inagriculture on additions of fertilizer and purchase of agricultural implements, waterconservancy construction and positive reclamation made crops irrigation and cultivationarea expanded. All of these made agricultural production increased year by year, theincrease in farmers’ income and material life was continuous improvement. Theseachievements supported to the national industrial construction, and promoted thedevelopment of the National Economy. The fourth chapter, sums up the experience andrevelation of agricultural production led by the Party in the Early PRC. Only inaccordance with the changing realities of the situation, adjust agricultural productiontimely, follow the objective laws of economic and social development, continue toemancipate and develop the rural productive forces, mobilize their enthusiasm forproduction as the starting point of policy-making, and continuously strengthen andimprove the Party’s guidance on agricultural production, to ensure the development ofrural economy.
