Hundreds of years have witnessed the development of film industry,since thepublic projection of the first film made by the Brothers Lumière,which have beenplayed a very significant role in today’s daily life.Film is a way to express thoughtsfreely that should be protected legally as the same as the other forms of media,namelynewspaper,magazine and broadcast. Meanwhile,because of the potential guidance toshape people’s social values and moral values,with great audiences,films haveenormous influences on normal life even may lead to social unrests, if there are norestrictions, managements and controls of the immoral contents, such as violence, sex,criminal, filthy language and warmongering. As a consequence, supervision andcensorship of films are importantly essential. All countries in the world havemanagement systems about movie. But because of the different social form, historicaltradition, economic, political, and cultural factors, there are some differences betweenthe management systems.Our country executes film censorship to control the film. It has a long history inChina, which began in1920s. The censorship of film showed different characteristicsin different periods of time,to be accompanied by the development of film. In fact, theessence of film censorship is a kind of supervisions and services, and also anintervention of the mass media by the public power or state power. It is also linked tothe administrative subject,the administrative relative person and the third person ofinterest between different body measure. The constitution and administrative lawshow solicitude for how to operate the powers in a proper way and how to protectadiministrative counterpart from damages.The current cencorship of films in China hinders the further development of filmindustry, on account of the obsessive political intervention. The developing trend offilms tends to be of variety in networking information era, which intensify thecontradiction between the industry and the current supervison pattern and thisdilemma inspires disputes on whether the cencorship is reasonable enough and if thereis any need to classificate films. Supervision of the film can not completely out of theadministrative power, but it cannot violate the objective law of the development of thefilm industry. Identify the problems from the aspects of the power of censorship, andby comparison, probes different censorships of films in various countries in the hopeof helping creating a appropriate censorship pattern in China.
