Research On Community Governance In The View Of Rosenau Governance Theory

With the acceleration of China’s political system, economic system and social management various reform pace, China’s urban grassroots governance experience system changes made by the Street ranking system toward Community. Strengthen the idea of territorial management, urban management center of gravity gradually down the street offices as government branches completed under the faction of the higher levels of government affairs, on behalf of the Government to carry out urban grassroots work. Residents’Committee in accordance with the implementation of the system now, is defined as the mass self-organization, management, resource acquisition depends on the sub-district offices. The autonomy of the residents of the community gradually became a model for community management, public governance model for building a harmonious society is a more appropriate way to choose the community how to achieve better governance is related to social stability and social development. In March2001, the community building is included in the national plan into development outline. So far, the Government has carried out a series of actions, the City Community Management System in the practical operation of all levels of government, as academic research topic is the social science community widespread concern. American scholar Roseau governance theory is different from the emphasis on the authority of the rule, it is an emphasis on collaboration, participation and interaction mode,"supported by a common goal, this goal may not be a legal and formal requirements responsibilities not necess need to rely on the coercive power to overcome challenges, leaving the others to obey."In this thesis, starting from the Roseau governance theory study on the problems and countermeasures of community governance.This paper is divided into five parts. The first part is the introduction, the main analysis of the research status and research purposes and research significance; second part is an overview of the theoretical concepts, related concepts such as governance and community governance and governance theory expounded; Part III is Shenhe District Community governance of the status quo as well as analysis of the problem of existence of the Shenhe District Community governance; fourth part is the cause analysis of problems in the community governance; fifth part of community governance issues solutions combined governance theory put forward feasible on the existing problems nature of the comments and suggestions.This paper aims through a deep understanding of the governance theory and analytic, combined with the Shenhe District Community Governance practical experience, the main use of normative analysis method, trying through case studies, observation and perspective of China’s urban community governance status quo, combing the process of community governancein the major issues and problems of deep-seated reasons, summed up the successful experience of community governance, and put forward constructive countermeasures, and to provide a basis for the urban community governance.
