Research On The Path And Logic Of Social Organizations Promoting Community Consultation And Governance

Community consultation and governance is an important part of the social governance system at the grassroots level.Improving the system of social governance at the grassroots level through democratic consultation is of great significance to building a social governance pattern featuring joint contribution,sharing and joint governance.However,in the process of community consultation and governance,the multi-body game,the weak consultation consciousness of citizens and the lack of consultative democracy mechanism restrict the governance effect that deliberative democracy wants to achieve.In recent years,in order to innovate grassroots social governance,the government has introduced social organizations to participate in democratic consultation to solve the dilemma of community consultation and governance.Is it possible for social organizations to embed consultative democracy at the grassroots level to achieve the desired boosting effect? If so,how do social organizations promote community consultative governance,and what is the practical path and logic behind it?This article is based on the empirical investigation of Wu Xing area,using the methods of participatory observation,discussion,interview,study of social organizations to participate in community governance consultation analysis,based on the analysis of former haven’t make theoretical assumptions,but directly from the actual observation,this paper concludes the experience summarized from raw material,and then abstracts reflect the core concept of the nature of the phenomenon of things.Then the related theories are constructed from the connections between these concepts.Study found that social organizations in community governance plays a consultation paper,presided over the meeting,discussion of negotiation issues of promoting the maintainer of the relationship between participation,consensus guidance role,demonstrate the platform structures,ambience,embedded technology,the practice of the conduction path,governance efficiency,promote the community consultation,democratization and normalized.The internal logic behind social organizations’ efforts to promote the realization of community consultative governance is to create "four mechanisms" of value advocacy,organization guidance,normative identification and consensus reaching.These four mechanisms play a boosting role in fostering citizens’ awareness of consultation,enhancing citizens’ rational dialogue,strengthening citizens’ mutual trust and cooperation,and improving citizens’ ability of consultation.The prominent role of social organizations in promoting community consultative governance depends,to a certain extent,on the talent pool within the organization,the community’s support for its consultative development and the perfection of the grassroots consultative democracy system construction.This paper combining the theory of booster architecture booster analysis framework,points out that the social organization governance booster community consultation is the current development of an innovative form of deliberative democracy at the grass-roots level,make up the existing research is less from the micro-level analysis social organizations to participate in the specific path of deliberative democracy at the grass-roots level,to enrich theory of deliberative democracy and deliberative governance practices to provide some reference value and empirical basis.
