Now the Mobile communication and the Internet are in their rapidest speed in growth, the pace of development has far exceeded the estimate of scholars, with the development of the two, also led to some changes in other related industries. The construction of e-government countries is also widely used with the development of mobile Internet. Now, government around the world is popularizing the application of the mobile e-government to improve the efficiency of the government. Mobile e-government construction in China has just started, although the government network construction, information resources sharing has very good achievement. But in the whole, mobile government construction is still facing many questions, the need for further research is to solve these problems.This paper attempts to study abroad application of mobile government first,to inject new impetus in the construction and development of China’s mobile government,and to boost the development of domestic mobile e-government, combining with Beijing mobile government construction present situation to analyze and solve the current problems facing the construction. At the same time by drawing on foreign successful experience that the typical case, analyzing the advantages and disadvantages of Beijing city existing mobile government applications, identifing and summarize the application mode and way of construction of Beijing’s future mobile e-government, and then through the service innovation and science as the theoretical basis, explore how to promote the development of mobile government of Beijing City, proposing development strategies, to make the better mobile e-government achievement service to the people.
