Research On The Development Of Innovative Mobile E-government For Local Governments

The development of mobile e-government is an important way of government Governance Innovation,with the advent of the era of Big Data,government services tend to be scientific,intelligent,due to the traditional way of government services there are many drawbacks,deepening reform and innovation is imminent.The mobile Government as the most important development object of governments,is in a critical period of the formation of the system,their success is directly related to the"digital government"can be achieved,therefore,to promote the development of mobile government,improve the efficiency of government services,to achieve government Governance Innovation has important practical significance.In recent years,under the guidance of the central government,local governments at all levels have made active exploration and practice for mobile e-government,and are quite effective,greatly improving the level of Information Technology of government services in China.However,government Governance Innovation is not overnight,on the road to the development of mobile Government,the new development is bound to be accompanied by new problems,only to effectively solve these outstanding problems,in order to truly achieve the high-performance development of mobile e-government.Based on public demand theory,innovation and development theory,digital governance theory and collaborative governance theory,this study divides user demand tendency into three dimensions:quality of service,time cost and trust perception;and the difficult factors into four dimensions:privacy is easy to leak,offline is not recognized,information feedback is slow and the system is unstable.Through the self-compiled"Guangdong Provincial Affairs"Government mini-program questionnaire",430 local residents in 21 prefecture-level cities in Guangdong province were surveyed.Finally,through the combination of theoretical research and actual situation analysis,in-depth analysis of user needs and difficult factors affect the tendency of people to choose the mode of government service.The results show that:in terms of demand tendency,quality of service,time cost,Trust perception will have an impact on the use of people's tendency,of which,to "quality of service"as the most important influencing factor;in terms of resistance to difficult factors,the richer the service provided by the mobile network,the more open,the more people are concerned about the security of personal privacy.Based on the development direction and existing problems of mobile e-goverment,this paper puts forward five strategies to guide local governments to develop innovative mobile government from five aspects:information technology,sense of responsibility,coordinated development,regulatory regulations and big data analysis:the government should increase financial support for technology enterprises,let operating enterprises strengthen the research and development of mobile technology,and improve the level of information technology Government officials should strengthen service awareness and responsibility spirit,from the original"power standard" to "people-oriented";promote mechanism innovation,strengthen"overall thinking" to achieve the overall coordinated development of "digital government";strengthen network supervision,improve mobile communication laws and regulations,and ensure the privacy and security of government data;combine with 5g Communication technology,using intelligent algorithms to accurately analyze government big data,fully explore the public service needs of the public,comprehensively improve the overall scientific level of mobile government,and create an innovative and intelligent "digital government".
