With the top speed development, talents become an important benchmark to judgeeach country’s comprehensive strength. As an important part for functional departmentsof colleges and universities, which become more and more important in society andeconomic system.Its management level and operational efficiency has an importanteffect on colleges and universities teaching, scientific research and talent trainingquality. That’s why research on performance management is not only necessary but alsosignificant in functional departments of colleges and universities.Meanwhile, based onthe research results at home and abroad, we can find that at present performancemanagement of functional departments in colleges and universities still belongs to theweak link of university management. Some colleges and universities do not establishspecial department performance management system, blindly copy of enterprisemanagement system and method of the phenomenon also exists some established incolleges and universities. At the same time, it has problems such as lack of scientificappraisal standard for performance; to quantify the extent of assessment index is low;the difference is not obvious (compared with don’t have performance managementbefore and the difference is not obvious); lack of communication and feedback afterperformance management; improper use of performance appraisal results.This article mainly uses comparative study and multiple disciplinal analysistechnique, besides also choose the differences of functional departments in colleges anduniversities as the main research content. Firstly, introduce the connotation and functionof functional departments, state the new public management theory, public personnelmanagement theory, stakeholder theory and other theories, to provide the theory basisand the methodology guidance for the elaboration of the paper. Secondly, combing thework characteristics of university authorities’ functional departments itself, analyzingand assessing the specific differences from various dimensions such as performancemanagement objectives, value orientation and the focus of examination. Lastly, putforward concrete countermeasures of improving the performance management in thefunctional departments of colleges and universities in China, based on analyzing the main problems existing in the performance management of university departments.The innovations of this paper lie mainly in the description and analysis of thespecific performance and the causes of the functional departments and enterprises, thegovernment performance management differences.Meanwhile,based on theory of thebalanced scorecard,which government and enterprise both use it as the performanceevaluation index through cut and increase scientifically to construct scientificperformance management system applied to the functional departments of colleges anduniversities in China.
