In recent years, with the reforms of functionality transformation for the whole governmentorgans, the strategic objective were focusing on the construction of public-service-orientedand modernization of taxation administration organizations; along with changes in manyaspects of management functionality, working manner, structure of organization etc..Butcomparing to the specialization and promotion of information technology on governmentadministration, the performance management of A Bureau of C City at the grass-roots levelare still lagged behind. Certain issues are still not solved thoroughly. Therefore, theestablishment of a set of performance management system, which is well-designed and adaptto the development demand of A Bureau of C City at the grass-roots level, is critical.Taking A Bureau of C City as the research object, the paper study A Bureau of C Cityperformance management, main contents as follows:Firstly, the paper introduces the researchbackground, research purpose and meaning, research status and research framework; Next,summarizes performance management theory, clear performance management connotation,processes and methods; Based on this, the paper analyzes the A Bureau of C City employeeperformance management present situation, points out the existing problems and analyzesreasons; The fourth chapter first identified the basic ideas and principles of A Bureau of CCity employee performance management, designed the main content and process, formulatedthe staff performance appraisal index and evaluation methods; Finally proposedimplementation strategies of A Bureau of C City employee performance management scheme:improving the comprehensive understanding on performance management, strengthening thescientific guidance and strengthening management of performance assessmentimplementation process.
