The competition between units and units is becoming more and more intense.Under such circumstances,the unit pays more attention to the optimization of internal human resources management.Many state-owned enterprises and grass-roots departments have formulated different assessment and evaluation schemes to improve the performance of personnel in departments to ensure that the talent team can play a greater role.The performance appraisal managers of an administrative department of a Taxation Bureau in Q city should have greater room for improvement in setting specific performance objectives and methods of appraisal.They should be paid attention to by the management to ensure that the performance appraisal is fair,fair and open.Otherwise,the performance appraisal system and its scheme of an administrative department of a Taxation Bureau in Q city can not be brought into full play.Proper incentives will also have a direct impact on the efficiency of the Department.This paper designs a performance appraisal questionnaire and a survey of the current situation of performance appraisal in the grass-roots functional departments.Starting from the data of the questionnaire survey,we can understand the needs of performance appraisal,the results of performance appraisal and the methods of performance appraisal by interviewing facts.Especially,we can analyze the performance appraisal of an administrative department of a Taxation Bureau in Q city through the event representation.Problems and causes of the system.Based on "learning from history",this paper studies the application of the Balanced Scorecard in the performance appraisal of an administrative department of a Taxation Bureau in Q city,and obtains the application measures of the Balanced Scorecard in the performance management,and then puts forward the application suggestions of the Balanced Scorecard in the performance appraisal of an administrative department of a taxation Bureau in Q city.Through induction,efforts should be made to combine theoretical analysis with practical application.Firstly,this paper analyzes the performance appraisal characteristics and performance appraisal characteristics of an administrative department in Q city,designs a performance evaluation index system for it,and shows a set of specific construction process of the performance evaluationindex system of the balanced scorecard which can reflect its characteristics and strategic objectives,and provides some references for related work.It has a certain significance to the development of the performance appraisal of the administrative department of a certain Taxation Bureau in Q city,and can make up for the research vacancy in this field to a certain extent.
