Study On The Construction Of The Early-Warning Mechanism Of Unemployment

In this open world, unemployment as a globally pervasive phenomenon has gradually become a widespread topic concerned by all aspects. If a country has too many unemployed persons and a high unemployment rate, it would not only constitute a major threat to unemployed and their family, but also have a great influence to economic development of our country and social stability. Therefore, measures must be taken to avoid the number of unemployed excessive growth and a sharp rise of the unemployment rate. The research on unemployment early warning mechanism has important theoretical and practical significance for economic development and social stability in such an enormous employment pressure populous country.Unemployment early warning mechanism gives early warning before the appearance of the high unemployment rate, and avoids large-scale unemployment which affects social stability. In this paper, use the unemployment and the unemployment control as theoretical premise, systematically put unemployment early warning indicator system, unemployment statistics, unemployment warning, unemployment early warning emergency plan and unemployment early warning expert group together to build the unemployment early warning mechanism. Unemployment early warning indicator system and unemployment statistics are the basis of the entire unemployment early warning mechanism. Whether unemployment early warning indicators are reasonable and unemployment statistics are correct will affect the accuracy of the unemployment warning. Unemployment warning is the core and difficult of unemployment early warning mechanism. Whether unemployment warning is reasonable will directly determine the ultimate effectiveness of the unemployment early warning mechanism. Unemployment early warning emergency plan is to take different measures is based on the severity of unemployment. Unemployment early warning expert group’s duty is to Implement long-term monitoring analysis of unemployment situation, submit unemployment warning report and put forward the policy options. Combining the status of unemployment early-warning in China, aiming at the existing problems in the construction of the early-warning mechanism of unemployment, try to put forward to improve policies and regulations of the objectives and tasks, the perfect community, village to build urban and rural employment platform for unemployment statistics, the unemployment insurance and relief some vision system, the warning line, emergency plan, urban and rural unemployment early warning model to improve the early-warning mechanism of unemployment. Hopes the research can improve the early warning mechanism in our country, the problem of unemployment prevention benefit.
