Social Conflicts "Mass-meditation" Mode

At present period, China’s reform&development is stepping into an importantstage facing strategic opportunities. With Various influences inside and outside China;by present and by history, China, along with it’s high speed development, also occursprofound reformation on its economic system; significant transformation on itssociety structure; crucial adjustment on its social interest pattern; and as well immensediversification on its social ideology. Within economic social life, deep issues areemerged; complicated contradictions are accumulated, which directly influenceChina’s national security and society stability. Establish and improve social disputemeditation mechanism is the most crucial and effective method to correspond.Whereby, such establishing&improving the mechanism, as administration meditation,judicial mediation，as well as civil mediation, which exert every efforts to solve thedisputes, needs to be realized by constructing a mass-meditation mechanism.This paper learn from government management theory of the developedcountries, such as New public management and New public service theory; combiningwith China’s traditional "Harmony goes first", started with historical background,regulation direction, social implication, and realistic function, to understand theconception, characteristic,and structure of the mass-meditation mechanism, toprofoundly explain this topic, and to make clear the main entity strength which is leadby the Party&government together, initiating&coordinating by juristical department,then participating jointly by each functional departments, detailing the base as civilmeditation; characteristic with professional meditation, and assured by lawsuit forguarantee, to demonstrate the importance&necessary of the close cooperation amongadministration meditation, judicial mediation， and civil mediation.Meanwhile,summarizes some of the practices and experiences of the Shanghai area to a large model of mediation to resolve social conflicts: First, the analysis of the people’smediation, administrative mediation and judicial mediation merging, and jointlypromote the joint development of specific practices; analysis of the public securityorgans as the representative the administrative mediation status and role in the bigmediation; analysis of the social forces play a role in large mediation pathway anddevelopment direction, trying to provide for the creation of a service-orientedgovernment through the study, a multi-channel reference, to effectively guide societyorganizations an orderly way to the ultimate goal, blank fill the contradictions anddisputes of the people do not know who to turn to call the shots in public service,blow processing high-handed measures to safeguard social stability for the party andthe government to rely on the road outside, try to open up another one to resolvesocial conflicts effort to ensure the long-term stability of the cause of socialism.
