As all we know, conflicts are very common in our daily lives, which is the motion power to promote the social improve. Now, our country is on the stage of further development and aiming at the harmonious society. The social conflicts are concentrating in the people. But as the further developing of economy, the conflicts get more and more intense. Some even severely hurts the public's interest. Therefore, how to resolve these problems is the burning issue to defend the social stability, keep the socialism construction continue. We should resolve these internal contradictions and managed to case off the unfair matters.There are great deals of methods to come over these social conflicts. The writer chose the field of institutional reform to consider the way to resolve these internal problems. It is not only taken as a reason tool in the practical work to overcome internal conflicts through institutional reformation, in the author'idea, but also should be full of gentle care, to set up an institutional rules that at least right and fair in itself. The key point of this paper is to search the function that systemic ethic will do during the institutional reformation and the internal conflicts resolution. After this work, the author hopes to find some constitute system that fit for every where. It is a constitute system that full of humankind care, every social subject totally autonomy and effective.This paper is going to find the functions of institutional ethics in the mid-scopes, not fixed to some special institution. That is because the author eager to find some methodology effects. More-over this paper not only issue theory, but also to research their causes and sum up the common law that hides in those ordinary appearances, according a lot of social conflict phenomenon.
