In January 1967,the events of "Seizing Power" occurred throughout the country.According to Mao Zedong's idea, the next step of the movement was to return to order. At that time, there was a lot of conflicts between the mass organizations in Shanghai. The Shanghai Revolutionary Committee and the "General Headquarters of the Shanghai Workers Revolutionary Rebellion" tried to hold the "Mao Zedong Thought Study Classes" to promote the union of the mass organizations. But their own authority wasn't fixed,so the effect was very weak.In August, the attack on the Shanghai diesel engine factory occurred.Mao Zedong praised the action of Shanghai Revolutionary Committee and the "General Headquarters of the Shanghai Workers Revolutionary Rebellion",which strongly strengthened their authority. They held more "Study Classes" to force the mass organizations together by authority, even if it was only a form of union.A few successful cases were set up as typical and reported.Since October, the People's Daily had spent many pages to promote the experience of "Study Classes" in Shanghai.Mao Zedong had publicly praised the "Study Classes" several times as well. The whole country was competing to emulate it.Since 1968,"the Movement of the Cleaning Class Team" had been carried out,and the union was no longer concerned. The Shanghai Revolutionary Committee and the "General Headquarters of the Shanghai Workers Revolutionary Rebellion" stopped holding "Study Classes".This process reveals that during the "Great Cultural Revolution",although the leader wanted to deploy social movement, his purpose could hardly solve the social and historical conflicts. The local government could only use the purpose of the leader as a power tool, only to complete the task in form.
