The responsibility system of provincial governors (RSPG) as a part of the provincial governmentleadership system is established under China’s1982Constitution, which aims to clarify the power andresponsibility of provincial governors in accordance of laws. Existing research findings have revealedcertain analyses concerning the chief executive responsibility system (CERS) as an overall systemframe, but failed to pay enough attention to the RSPG. Provincial governors occupy an importantposition in the political life of China, so a research into the RSPG will help to a great extent inunderstanding the operational state of China’s CERS. Chapter One introduces the meaning and legalbasis of the RSPG and its establishing process. Since power cannot exist without correspondingresponsibilities, the core issues of the RSPG are the power and responsibility of provincial governors.Chapter Two mainly discusses the questions of how much power and responsibility a provincialgovernor exercises and assumes under the Constitutional norm and other issues concerning power andresponsibility. Chapter Three further analyze the existing problems of China’s RSPG, especially thereason for the deviation between the Constitutional norm and political practice based on thediscussion of various relationships between provincial governors and central government, provincialorgans of power, provincial judicial authorities, and the CPC Central Committee and the provincialparty committees. The interactions of those relationships lead to the separation of power andresponsibility on the part of provincial governors. In fact, a provincial governor is probably not fullyequipped with the power endowed by the Constitution, but has to assume extra responsibilities, thefact which is obviously unfair. The author of this thesis combs difficulties facing China’s RSPG basedon the analysis of the relationship of the existing Constitution and legal norms, China’s politicalpractice conventions and the comparative study of related rules and practice in foreign countries.Grounded upon related norms and practical problems, detailed solutions are put forward assuggestions for the betterment of China’s RSPG.
