Local Self-government Thinking During Province And Constitution Government

Province and Constitution Movement is a big social political movement in earlier 1920's, which has been acted as a motor and booster with the local self-government. The exciting of inner thinking of inter provincial autonomy and solidification of social practice of Province and Constitution being combined inner and outer helped to Province and Constitution Movement With the research of the local self-government, we can not only know their autonomous thinking but also help us portray People's autonomy, deal properly the relationship between central and local governments, complete unified affairs, and so on.The thesis of research on local self-government during Province and Constitution will mainly center on the analysis of firsthand information, which is made up of five chapters. Introduction, first chapter, includes survey and purpose of the research, basic structure of the thesis, and definition of some conception to benefit for the research. The introduction of the background mainly brings the research platform. While there were empty in the center of legal state power in China, warlords advocated inter provincial autonomy to make their government legal for the purpose of self-protection or compete for spheres of influence. On the other hand, the scholars worrying about China's disruption tried their best to advise the warlords to give up their divergence for unified China. And inter provincial autonomy was a kind of theory and system while provincial autonomy and provincial constitution became a base and practice. Firstly, the scholars advanced plans for inter provincial autonomy, which were to overweight central power, to separate and unify, to organize provinces conference, and so on, after the analysis of Chinese current situation, China's actual conditions and virtues of federal system. Secondly, to provincial constitution, some scholars showed their views of the order of provincial constitution and national constitution, the reconcilement of constitutional principle, the classification of power between provinces and their own country. Other scholars analyzed a concrete frame of provincial constitution. Many a scholar supported the idea inter provincial autonomy, some other combated it severely. Comment on provincial constitution covered most Hunan's Constitution and its draft, and found difference between provincial constitution as well as their own improvement. With the systematic analysis of the scholar's idea, we can know the thinking better and develop our mind.
