Electronic-Government (herein after referred to as E-Government), is a newpriority of the information age. It has attracted much attention from all levels ofgovernment, and it has become one of the main components in the information society.However, the E-Government is a product of historical era. And its operationalcondition is based on the rapid development of modern computer network technology.Therefore, the principle of making government political affairs public in china hasbeen changed gradually from the previous ‘making public exceptionally’ to ‘keepingsecret exceptionally’. As the administrator of social resources, governments are themajor player in informatization construction. Municipal and local governments areapplying network technology to achieve online governmental informational resourcesintegration, and to further promote the openness and transparency of governmentinformation.In this thesis, the writer probed into the forms and development trend of makinggovernment information public by making a thorough study of related theories. Thewriter also analyzed the information resources on the website of ChangchunMunicipal Government, and made a comparative study of the leading cities in the‘Indicator System of the Performance Evaluation of Governmental Websites’. By themeans mentioned above, the writer found several problems on the website ofChangchun Municipal Government, such as imperfection of information productionand publication, inefficiency of online office, etc. In order to make the informationmuch more transparent and convenient on the website of Changchun MunicipalGovernment, the author put forward many effective countermeasures and suggestionsfor Changchun government to solve the problems mentioned above.
