Personnel and talent is the key to run a state steadily. The opening to government administration in personnel affairs is not only connected with People Democracy, but also with fairness and justice. Besides, it contributes to social harmony and stability. As a result, it is of vital importance for Chinese political life. With the continuous deepening of economic reform and the development of democratic legal construction, all the party committees and all levels of governments, including all the people, pay more attention to the personnel openness in our country. Our study of Public Personnel Administration, will help to clarify the problems of Chinese Personnel current openness as well as remove personnel policy obstacles. At the same time, we can push the Government and the personnel department to examine, improve and perfect government affairs to open. We can also help to create a "Sunshine personnel" and a "transparent government" in order to prevent personnel affairs black-box operations. And the opening to government personnel affairs contributes to our transformation of government functions. In addition, we make government affairs open so as to find an ideal way by which we can update governance, political model and to explore the breakthrough in the process of promoting democracy and the laws.In this paper, I take the theory of popular sovereignty, public administration theory, the rule of law theory and the theory of service-oriented government as a guide, we also use research methods of theoretical analysis, empirical analysis, classification analysis to study the development of China's personnel status, problems and its causes, and to explore in detail the practices and experiences of Jinan City personnel administrative affairs ranking forefront of the country. On this basis, combining China's national conditions and personnel practice and learning advanced concept of openness from Western countries, we come up with the path and policy by which we can accelerate opening to government personnel affairs. Logical structure of the full text is as follows:PartⅠis introduction. I briefly discusses the background and meaning of the topics and illustrate research ideas, research methods and the basic framework. PartⅡis theory summary. I introduce the theory of popular sovereignty, service-oriented government theory, the rule of law theory and public management theory, explain definitions of government affairs, personnel, government information openness, and what's more I review and summarize administrative affairs of the personnel at home and abroad. PartⅢis the analysis on current situation and problems of opening to government personnel affairs in china. From these five aspects as follows: Organization and leadership, laws, open range, public carriers and public supervision. I find out important difficulties that face us at current, such as an open system is at random, black-box operation exists, weak regulatory mechanisms, protecting the mechanism is not perfect. People have the weak democracy awareness. Because firstly people are lack of knowledge, secondly assessment is not hard. Thirdly the interests are not abandoned and diligence is not reached. PartⅣis the analysis of Personnel affairs openness of Jinan City, From several aspects as follows:The guiding thoughts, basic principles and aim, the main approaches, the main achievements and the main experience, I make in-depth analysis of the open work of the national personnel advanced model—Jinan City. PartⅤis Western countries experience and Enlightenment in government affairs personnel. I introduce experience in opening to government personnel affairs in three countries including United Kingdom, U.S. and France, and summarize useful enlightenment. PartⅥis suggestion about speeding up personnel openness in china. Based on national conditions, we should learn advanced concepts and relevant experience from Western countries, strengthen the education and guidance, speed up government affairs openness, develop e-government, improve the safeguard mechanism and improve the supervision and evaluation mechanism. we must accelerate the establishment of practical, comprehensive system of administrative affairs with Chinese characteristics, and develop the opening to government personnel affairs in depth.
