Research On The Learning Party Organization Construction In Rural Areas

The Fourth Plenary Session of the Seventeenth Central Committee put forward to construct the Marxist learning party. The construction of the learning party is based on the theory and practice of learning society and learning organization. Both the classic Marxist writers and the successive leading groups of CPC value on learning. The learning party organization construction is a foundation project to construct the Marxist learning party.This thesis takes Baiyu Town, Baise city of Zhuang Autonomous Region for example. It reveals the basic connotations and characteristics of rural basic level of learning party organization, and discusses the significance of the learning party organization construction in rural areas. To construct the learning party organization is a powerful measure for the party to improve the ruling ability and maintain the advanced natures of the party to speed up the socialistic countryside and maintain the rural harmony and stability. What’s more, it is helpful to increase the rallying power, combat effectiveness and the creativity of rural primary organizations. At present, the learning party organization construction in rural areas faces some difficulties and challenges, which specifically manifested in two aspects, the software construction level and the hardware construction level. For example, the party members’ participation rate to study is low, the learning activity sites management is not standard, the learning mechanism is not sound enough; the learning content is monotonous. Increase as party member fluidity, the management of floating party members and their learning problems are the key problems that must be solved.This thesis also proposes some corresponding measures against those existing problems. First of all, pay attention to establish reasonable mechanism and typical propaganda from the thought theory, art and culture construction, to create a strong learning atmosphere, so that the software of the rural grassroots party organization construction be promoted. Secondly, material guarantee shall be provided solidly, great attention shall be paid to the information network, the human resources shall be tapped fully, science and technology shall be fully taken to provide a more flexible and effective platform for the learning party organization construction in rural areas.
