Due to renewal policies and international economic integration, Vietnam has achieved many great achievements in the implementation process of industrialization and modernization. Prior to the change and development of the economy requires an appropriate administrative operation, the state administration management demands reform became urgent and civil servants now became the decisive factor in the process, in which the stage of evaluation of personnel and civil servants occupy an important role, relationship and direct impact on all other phases of official’s mission. The civil service’performance evaluation system occupies core position in government human resources management system. It is one kind of mechanism which improving government performance, one kind of effective incentive mechanism, one kind of conpetent employee choosing mechanism, and also one kind of important mechanism which can develop civil service’ability. Although the Party and State have issued specific regulations on the evaluation of civil servants, however the assessment of civil servants remains a weak, not good, not to promote the role as a basis and motivate for other phases of the official’s mission in order to improve the capacity and quality of civil servants. Limitations are the evaluation by their own, evaluate lightly working result, difficult in quantify evaluation criteria and disregard in using evaluation conclusion.On the basis of these limitations in the assessment of Vietnamese officials, the thesis analyzes the causes and on management by objective perspective to propose solutions for addressing exists in the assessment Vietnam’s administrative officials from which to draw experience lessons and solutions to overcome problems in official evaluation, through which contribute to improve the current officials management system, which promote to enhance officials quality, improving the capacity of the state administration management, meet innovation-oriented market economy socialist requirements.
