At the beginning of2010, the City A municipal government approved a programof Institutional reform " three determination ",which required the units concerneddepartments to carry out posts delimitation, personnel allocation and responsibilitydelimitation. Public Institution C s leaderships paid great attention to the work of the“three determination”, proposed to establish a group of civil servants with efficientmanagement capabilities and high professional and technical level, daring to fight ahard battle. Therefore, establishing a sound, scientific, perfect, comprehensive civilservants appraisal system to supervise and guide every civil servant to enhance theirself-diathesis, mastery and business level is very important.The initial purpose of this paper is to build the civil servants performanceevaluation system of Public Institution C. We summarized the research status of bothforeign and native, and made an investigation of some Chinese official departments.Based on that, we established a civil servants performance evaluation indexes systemrefer to the relevant laws and regulations of China, and determined the indexes weight by the use of AHP. Then we applied it into the civil servants performanceevaluation of Public Institution C. For the purpose of analyzing the results of theexam, we build a civil servants performance evaluation model based on graycorrelation degree and give a corresponding example.Firstly, this article provides an overview of the definitions and theoretical basisof the civil servants performance evaluation. Secondly, we designed an index systemon the basis of the relevant laws and regulations for Public Institution C. Thirdly, theperformance evaluation result was assessed by the use of grey correlation degreeanalysis method. Finally, suggestions about how to establish and improve the civilservants performance evaluation system in China were giving.
