In recent years,modern enterprise management tools to improve the level of government management and management philosophy has become more and more important.As the leading area for comprehensively deepening reform in the West,Chengdu city's performance evaluation system based on objective management has been applied initially in the construction of township civil servants.Since the establishment of the town of Chengdu Z Township in 1993,it has undergone important personnel system changes.Before 2010,the performance evaluation of civil servants in Z Town had not yet formed a unified standard.In 2017,after Tianfu New District became a state-level new district,Z Township,as one of the 13 major streets in the area,entrusted agencies,dams,and other third-party evaluation mechanisms began to be included in the performance evaluation system.However,due to the influence of territorial management,the autonomy of the performance management of the Z township is relatively large,resulting in the phenomenon of "heavy form,light quality,and political achievements".It is in this background that this article takes Zxiang as a case study object,based on the performance evaluation system of enterprise goal management,and takes goal management as the theoretical basis,through the analysis of its existing performance evaluation system.It can be concluded that it is feasible to evaluate the performance of civil servants by means of objective management.However,since the target management method was applied to the Z township,combined with the results of the survey feedback,it can be seen that although the Z township performance evaluation system has made some breakthroughs,there are still deficiencies.Based on the existing research,this paper analyzes the application of the target management method in the performance evaluation of township civil servants in the light of the actual situation of the application of target management in Zxiang Township.Through the in-depth analysis of its problems and its causes,it puts forward some countermeasures and suggestions.It is hoped that it can provide some reference for the improvement of the performance evaluation system of the civil servants in the Z township,which is conducive to the development of the performance management work of the government in the Z township and Chengdu,and at the same time extend the practical results in this field.It provides some reference for the reform of performance evaluation of township civil servants.
