Research On The Effective Supply Of Public Sports Service Method From The Perspective Of Macroeconomic Regulation And Control

In today’s economic and social development of the environment, thedevelopment of sports is an important part of social development. While thedevelopment of sports in sports, an important reference index for the development ofmass sports is to measure the level of development of sports in china. The effectivesupply of public sports service is the effective way to promote the development ofmass sports, therefore, in our transition in modern society, strengthening thegovernment’s public service functions under the background of the times, the effectivesupply of public sports service is to strengthen the urgency and reality. The presentproblems in the total supply, the imbalance in the supply structure, non-equalizationsupply mechanism is not smooth, the current situation of sports public service supplyin China, the reasons of these problems have the funds are insufficient, the supplymode is single, a single main supply, while sports public service supply in China hasone of the important reasons is the problem the legal system is not perfect, theformulation and implementation of including and sports public service supply ofrelevant policies, laws, regulations and relevant legal responsibility. Because of publicsports services belong to the scope of public goods, according to the theory of publicchoice, need the government by means of macroeconomic regulation and control ofthe scientific configuration about sports public service the public nature productresources, the sports public service to have effective supply in the governmentmacroeconomic regulation and control, is a realistic possibility. At the same timethrough experience in the development of sports public service in developed countrieson public utilities foreign sports analysis, it is found that the strengthening of theformulation and implementation of the legal system related to sports public serviceprovision is the way to ensure the effective supply of public sports service is veryimportant. Thus, this paper tries to guarantee system for sports public service supplyin China from the perspective of the macro-control, namely in the planning control,the formulation and implementation of public sports service guidelines andguidelines; in financial regulation, protection of public sports services in the field ofcapital investment; financial control, raising funds through financing, insurance andthe issue of sports lottery and so on; in the industry policy adjustment, and activelysupport the development of athletics and the tertiary industry; the price regulation,through monetary policy to regulate and control the public sports service product prices; in the aspect of the tax adjustment, through the tax preferential policies, andactively support the development of public sports service. In order to improve therelevant legal system, we should strengthen the development and implementation oflaws, rules and regulations related to sports public service supply, at the same time,through the content of macroeconomic regulation legal liability composition, speciesand the realizing methods of analysis, specific method to improve macroeconomicregulation legal liability.
