On The Modes Of Chinese Traditional Power Operation

This article focuses on the narrow meaning of the power operation mode, that is, thespecific exercise of power based on executive power operation mode. This narrow meaningrefers to "specificity" and "original rights"; it does not involve the “power occurrencemode” considering the formation of power and the "secondary property" consideringpower supervising. The reason of naming it as "traditional” is that the material of this articleis choosing from various schools of thought in Qin dynasty, considering to be the typicalcase of administrative classical canon and from the most orthodox history book—"Twenty-Four Histories".This paper analyzes both inside and outside aspects of “power operation”. Itdiscusses from the aspects of those in power and between those in power and the audience. Itanalyzes the power operation mode; summed up among those in power, the mode of “affinity”and "appointment" in "strategic positioning”, and the mode of “operating technique” and“promoting honesty” in “tactics application"; discussed between those in power and theaudience, there are "parent type" and "inaction-and-conquer type" in "character image", and"severe type" and "probation-type" in "modus operandi". In specific historical situations, themajority of those in power used different modes to bring them their desired political effect. Inthis paper, by using the scientific mind maps modeling analysis, we could analyze theindicator system of various power modes in the coordinates intention figure and point outsome inspiration for contemporary administrative: In the use of the power, the contemporaryadministration of modern leadership should pay attention to the moral, scientific, and the rule oflaw norms; focus on the quality of the business and moral qualities; emphasize the influence ofnon-power factors to subordinates and common people. This also means that this is anadministrative investigation of the history, and suggests a possible way to construct thisdiscipline.This article specifically divided into four parts as follows:The first part is the "Introduction": This part introduces the significance of the topic ofthis paper. It is a review of research status and results at home and abroad. This introductionindicates the awareness of the problem and purpose of this article, clarifying the structuralarrangement of chapters.The second part is “the administrative analysis of power operation problems”. This partfocuses on the administration connotation of “power operation” problems: the inner aspect which is among those in power, the management issues between the officer and the officer; theexternal aspect which is between managers and those under management, theinterdependence of government and people. At the same time, it emphasizes “localsignificance” of the importance of focusing on the exercise of power in the administration andtraditional power running mode for constructing Chinese administrative historical discipline.The third part is “the analysis of the Chinese traditional power operation modeamong those in power”. It focuses on "strategic positioning" and "tactics application" ofthose in power and summarizes the types, their characteristics, advantages and potentialdisadvantages of power operation mode. The conclusion section is the evaluation anddiscusses related reality transformation problems based on the current system.The fourth part is “the analysis of the Chinese traditional power operation modebetween those in power and the audience”. It discusses from two aspects:"image positioning"and "modus operandi". The conclusion section is the evaluation and is the inspiration for theexisting administrative management system.The last part is “Conclusion”. It is an overall assessment of the ancient Chinese operationmode and the significance for reference, suggesting a possible way of constructingadministrative historical discipline.In short, through mode analysis, the author tries to have a good grasp of the Chinesetraditional power operation in order to provide much useful information for poweroperation mode under present administrative system and to specifically open and implementthe reality transformation of Chinese administrative tradition.
